Council Chary of Accepting Alderman avery good business proposition, but it seems that the Northport smelter has since made a rate of $4.50, in consequence of which our esteemed contemporary, the Miner, this morning presents the amusing and almost ridiculous suggestion that the War Eagle company should institute suit against the C:P.R. to recover the difference of $1.50 per ton on 300,000 tons of ore. This claim is based on the fact that the C.P.R. announced that it proposed to treat the ores of Kootenay at cost. The conclusion is that $4.50 is the actual cost of smelting a ton of ore. The Miner thinks the C.P.R. made false representations to the War Eagle comhany to the the extent of nearly a half million of dollars, and suggests that the officers of the War Eagle and Centre Star mining companies lacked foresight and forethought concerning the future rates on ore treatment, and that they were en- trapped by the C.P. Now, there is no argument to the statement that the C.P:R., asa corporation, has many sins of com- mission and omission to answer for, but we submit that the Miner’sview ject in the conduct of its dition of subordination with regard to some paramount power. Among these may be* comprised Bavaria, Saxony, Wurtemberg and the other non-Prussiar. states of the German empire, Atghanistan and the Trans- vaal. It is true that this contention is denied by many of the natives of southern Germany who are resi- inn dents of the United States, as it is by the Boers and the Afghans. But from the moment that a state is sub- interna- tional relations to the supervision | °% and veto of a foreign power it be- comes subject to the latter suzer-|? ainty. It is perfectly true that the word suzerainty does not figure in the last. convention concluded between the Boer government and Great |! Britain away back in 1884, any more than it does in the treaties binding Afghanistan to England and the south German states to | routhn Prussia. But the Boer convention does expressly stipulate that the]$ Transvaal republic shall carry on no relations with foreign govern- ments, save through English official channels, and that no treaty can be isunr le. Considering the fact that the treatment rate at the Trail smelter, under Mr. Heinze’s man- agement, was $11 per ton, and that the C.P.R. immediately reduced it to $7.50, and then to $6, the differ- ence was decidedly marked, and who is in a position te say, remem- bering conditions at the time the contract was made, that $6 was not the actual cost? If the War Eagle company has any idea of taking the Miner's advice, they had better withhold the suit for 4 year or two, because, by that time, experiment, scientific skill and imp: facili- ties might bring the actual cost of treatment down to $2.25 per ton, and then, don’t you see, instead of recovering $450,000, they could possibly get $900,000. The War Eagle officials made a business con- tract, and it must be conceded that they gave the matter due considera- tion. They didn’t ‘telephone to Trail and say: ‘*We are going to ship you 300,000 tons of ore, treat it at cost.” Oh, no! They did the best that could be done and could they have smelted the ore cheaper themselves, by erecting their own plant, you may depend upon it they would have done so, SUZERAINTY. Since the. entire trouble between Great Britain and the Transvaal which may develop into a sanguin- luded by the Boer republic without England’s previous sanc- tion and consent. A question that eastern shippers are considering relates to future freight rates on railroads to the]? west. The business of the ‘roads in both Canada and the United States is exceptionally heavy this fall. Large volumes of freight are being moved and the roads expect to be busier this month than during September. The amount of freight carried this tall is more than twice that carried last year. It is an- nounced that the C.P.R will not make an advance in freight rates, but the presidents of the American roads have had a meeting in New York to consider the matter of ad- vancing rates on’ all kinds of freight. The talk of Admiral Dewey be- coming the Democratic candidate for president next year is alarming to the friends of President McKin- ley in the United States. Senator Mark Hanna, a close. tillicum of the president, says that it is inde- cent to suggest Dewey as a possi- ble candidate; that he should not be tempted in that way.
