IN CITY TAXES Celgar owes $4.5 million re Editor Celgar Pulp Co. still owes more than $4.5 million in property taxes to the City of Castlegar. But the company says it intends to make its final payment this month as planned in a schedule worked out earlier with the city. “We have paid our installments,” said John Lebed- otf, the wood procurement manager for Celgar. Celgar’s taxes account for a major portion of the city’s revenue. City officials wouldn't release the exact figures, but said major industry pays 60 per cent of the city's tax bill. Celgar and the Pope and Talbot sawmill are the two biggest major industries in Castlegar. Major industries also pay a full 30 per cent of the Castlegar school district tax bill. And the city is responsible for forwarding the school taxes to Victo- ria, regardless of whether Celgar has paid them or not In order to accommodate Celgar’s method of pay- ment, the city took out a $5 million short-term loan last fall. However, Celgar’s decision to make its tax pay- ments in installments isn’t without a cost: The pulp company had to pay a 10 per cent penalty, the same as any other city ‘taxpayer who didn’t meet the July 1, 1994 deadline That amounted to more than $400,000 on the last installment and has helped bolster city coffers Council has placed the unexpected bonanza in a reserve fund As well, Celgar is paying an intcrest_ penalty on all taxes not paid as of Jan. 1, 1995 Lebedoff said Celgar's method of tax payment is not unusual among major resource companies. He pointed to Cominco and Eurocan as examples of firms that adopted similar payment plans. As well, he noted concerns in the aviation community about the automated weather observation system used by Transport Canada. He said the federal agency has appointed a task force to investi- with the “The Flight Service people are part of that. So come next April 1, about a year from now, theyll be looking at a new way of doing business.” Wallace was speaking to coun- cil regarding concerns about, the closure of the Castlegar Airport weather office. Seven specialists are employed at the Castlegar Flight Service Station. John Hall, chair of the Castle- gate p system and to make recommen- dations.
