A country’s standard of living is measured as the per- CHILD CARE New policy criticized By MARLENE HABIB The federal government's new child-care policy does little to improve the standards of child care and make it more affordable, says Janine Jerolami, the single mother of a four-year-old girl. Jerolami is among the om parents, lower-income earners, of child-care groups who feel the $5.4-billion ico announced in Ottawa is inadequate. Some child-care, labor and women’s groups are also angry that the government plans to use public money to fund commercial centres. However, higher-income earners are breathing a sigh of relief after hearing about the new tax breaks and plans to increase child-care 5] - Jerolami, a $19,000-a-year computer programmer, had hoped government funds would be channelled to like her who earn too much to qualify for subsidies but too little to benefit greatly from tax deductions. Parents who use child care and can show receipts will be allowed to claim a tax deduction of up to $4,000 for each child under six years old — an increase from $2,000. For children older than six, the deduction will remain $2,000 a child, but the limit of $8,000 a family will be removed. WANTS REFUND “It would be great if we could get more money back,” said Jerolami, whose daughter is in a child-care centre five days a week. “I just want to put money away to start a savings account, to take her to Disneyland or say, OK, we can go someplace special here at home. “But after paying day care, rent and the bills, I come out with just $50 a month .. . It's impossible to save.” With about 40 per cent of the new funding in the form of capita value of the output of the country or its gross domestic product.
