Modern partisans and politicians are sometimes inclined to believe that their best powers of administrajion and legislative retorm are clipped and curtailed because of the fierce fight of a faction or the angry and declamatory eloquence of a rival LORD MINTO'S VISIT. As the time approaches for Lord Minto’s arrival in Rossland and the reception to be extended to him, it may not be amiss to consider the import of such an event, and the spirit in which it should be ob- served, With all its complex and diverse mechanism, government cannot dis- i itself from p and it is as the representative of gov- ernment that personality reaches its fullest expression and greatest dig- nity in public affairs. In such a ca- pacity the true executive stands forth as the representative of all the people. All sects and sections, apart from creeds or boundary lines, owe to him that measure of allegi- ance which patriotism demands. This sentiment, with which most subjects of the crown of Enjland are fully imbued, is sometimes cov- ered during party campaigns; but where national interests are at stake, or where a grave crisis threatens the empire, party lines areignored for the time. Party names are superseded for the time and partizanship is swallowed up in nationalism. We conceive that the people of Rossland do not need coaching or urging in this matter; but we send out these reminders in view of the words of Mayor Goodeve, calling upon citizens of all classes and politicnl platform.
