Fact is, Castlegar is growing faster than Jack’s

It has taken a lot of hassle but a new ball dia-
mond will finally be roughed out at Kinnaird Park
The original plan to clear-cut a tig chunk of
the forest beside the main field. Howevet, local
residents decided that was too much like a passage
from Old Yeller rather than Shoeless Joe (a.k.a
Field of Dreams).

But, to their credit, the people at City Hall reached
acomprom se that ended up being akin to Old Yeller
I: A Kinder and Gentler Look That big chunk of
land will still be clear-cut, just not as much and, one
would suspect, with a lot greater care

Nex -omes Pass Creek Pack. What was once a
park few ever heard about, let alone visited, is now
becoming a panacea of parks. The ball park nes-
tled up on its pedestal-like hill has been polished
into a gleaming gem and further work has already
begun on a much needed field hockey/soccer pitch
at creek-side

Lions Club volunteers are the real heroes when
it comes to Pass Creek Park and they have just
begun to fight. A new playground area is in its
final stage:., and there are a few more little surpris-
es in store. Expect the road to Pass Creek to carry
more traffic in the coming years.

And if all those field improvements aren't
enough, Ootischenia will also be getting a new
field, complete with sprinklers and bleachers.

All-in-all it makes one wonder if the field
problem in Castlegar has been solved. Well, not
really. It has probably just given Pat Metge at
the Recreation Office a few more headaches to
deal w.th

But the most important thing is that Castlegar
Jack is still climbing up that big beanstalk, which
is still growing out of control. Where the beanstalk
will end is anybody’s guess but it's good to see
people in the community are ensuring Castlegar
Jack doesn't get tired of climbing. JG

Campbell's
facts need

Last week I wrote about what
an electoral victory for the Gor-
don Campbell Liberals would
likely mean for — British
Columbians. To recap: the full-
scale return of big business to the
corridors of power in Victoria,
and a legislative agenda driven
by a Select group of fundraisers
and financiers on Vancouver's
very own version of Wall St

But while these accusations
may or may not end up having any
actual baSis in fact. should Camp-
bell somehow succeed in turing
over a new leaf, one fact is crystal
clear: Gordon Campbell, product
of a highly-urbanized background

former mayor of Vancouver itself,
doesn’t know a blessed thing
about the Kootenays.

His ignorance would be laugh-
able, were it not so insulting to
the people of this region. It might
not even be so insulting if he
were to just do the right thing,
and keep away from this area
altogether.

But instead he insists on show-
ing up, again and again and again
— just like that pesky fly that
gives you insomnia on a hot
Kootenay night.

And with each visit, he buzzes
about saying something different,
though it’s inevitably just as silly
and uninformed as whatever he

said the visit before.

Now, don't get me wrong. I
don’t expect our provincial politi-
cians to take a fourth year univer-
sity course in Kootenay history
(is there such a thing?) before
they gain the night to fly in for the
day and give a speech or two.

After all, Mike Harcourt is not

a native of this.area. Nor were *

any of his predecessors, NDP.
Socred or otherwise. (Though the
Bennetts were from the Okana-
gan ... is that close enough?)

But at least Harcourt has had
the sense to get the goods on the
local scene from his handlers,
before coming along and starting
with his political double-talk
Isn't that just common sense?

Then there were the Socreds,
who just avoided the area alto-
gether year after year, acknowl-
edging their lack of
understanding by ‘just never
showing up. Irritating to say the
least, but fair enough.

Yet here's Gordon the Great,
still at it like always, about to
arrive in the region for what will
be his fourth painful visit since
assuming (usurping?) the Liberal
leadership in 1993. Can we
expect more inaccurate, misin=
formed, irresponsible blathering
about what a “bad deal” the
Columbia River Treaty was? Or

Is a concrete jungle
really “progress”?

Isn't it wonderful what
“Money” and “Progress” can do
for our fair city?

We had one large “green”
area left in our city that provided
habitat and sanctuary for a
rapidly disappearing number of
small birds (robins, sparrows,
wrens eic.) and animals who
assist in keeping the area’s bug
population in check

The trees helped clean the pol
lution from the air we breathe
and that one area provided shade,
that lowered the temperature dur-
ing the heat of the day for both
the Courthouse and the housing
complex at the top of the hill Tt

also provided a play area for the
children in the complex.

In exchange for cleaner air,
cooler temperatures and play
areas, we will have concrete and
glass, heat, people pollution,
increased traffic congestion,

During his last visit to Castle-
gar back in March, here to sabo-
tage the joyful signing of the
Columbia deal, Campbell com-
mented that “the government has
developed a technique of really
creating patterns of deception, of
trying to deceive the public.”

What I'd like to know is,
who's deceiving who?

on a sewage
system that | is already at its limit,
increased demands on a water
supply that is finite, and increased
taxes for our residents to provide
for the upgrades to water, sewer
and garbage provisions that will
definitely become a necessity.

Is the future for our children
to be one of concrete, glass and
chrome multi-leveled boxes,
complete with sealed air

exchangers, filtered, chlorinated,
fluoridated and irradiated water,
and indoor play grounds? (False
trees, false grass and sterilized
sand — Vancouver and Toronto
already have them.)

Will trees and birds be things
seen only on a “remember when”
series on TV?

Is a concrete jungle really
“Progress”? Is a larger popula-
tion, a bigger city, increased
crime, increased pressure on
police, increased demand for
housing, bigger and more costly
education facilities and much
higher demands for both medical
and hospital needs accompanied
by escalating taxes really consid-
ered “progress”?

For those few people making
money on this “expansion”, I
guess this is a true “windfall”.
But what about tomorrow when
all the green, growing areas are
covered with pavement and
houses? Who and what is going
to feed people? Are future gener-
ations going to get a craving for
baked, boiled or fried pavement,
concrete or glass? Are respirators
and heat shields going to replace
antihistamines, sunhats and sun ,,
screens?

Pollution and ozone depletion
make this scenario just as much
of a rvality fur future generations
as did the replacement of the
horse and carriage by the auto-
mobile for generations past.

At what point do we say “the,
limit has been reached?” Or is it
already too late?

Dear Editor:

I would like to comment on a
letter from George Marken (Will
technology replace the Library?
— July 26). In it he states that
“funding for local libraries is
becoming a problem”
appears they may have outgrown
their sustainability”, and that
“taxpayers can only absorb so
much”,

I would like to strongly refute
that funding is “becoming” a
problem. Funding has always
been a blem and most likely
always will be. Any organization
that depends on government
funding (the hospital board and

has a yearly budget battle. This

does not reflect on sustainability,

or you would have to argue that

Funding for the library was a
problem this year especially
because the city reduced its year-
ly payment from $194,000 (a fig-
ure that hadn’t changed since

1992) to $135,000. Sorry to
sound like I'm doing dental work
on that gift horse, but even with
their recent grant of an extra
$40,000, the city still has pared
$19,000 over last year's budget.
They have been able to do so by
sharing the tax base with Area J
Thus, through the efforts of coun-
cil, the city.has been able to
reduce the library tax per capita
for the residents of Castlegar.

The library tax that has been
introduced in Area J is of an
amount that I feel is easily
absorbed. For the price of two
new paperbacks or for less than
the cost of a single new hardcov-
er, the entire famify can have
year-long access to over 50,000
books, magazines, newsletters,
ge and le; Y
reference material for school kids
and post secondary learning,
music cassettes, videos, books on
tape, foreign language books ...
you name it, they've got it.

And if they haven't got it, they
can access, through the internet,
all the major public libraries in

The RDCK had wisely tabled
the issue of fire protection ser-
vices to the New Settlement until
September, when it was expected
that the delicate ongoing negotia-
tions between the provincial gov-
ernment and New Settlement
residents might be completed.

The fact that the RDCK
reversed this decision at its next
meeting raises numerous ques-
tions: Why is this matter being
rushed through wfth such haste,
before the negotiations could be
completed? Why were the vast
majority of New Settlement resi-
dents not consulted or at least
informed before this application
was submitted?

Has the RDCK jeopardized its |
autonomy and mandate by
allowing itself to be manipulated :
into taking an adversarial role *
against the people it is supposed
to represent? J

Eric Nygren did his home- '
work and represented the com-
munity, community values and
the majority of the residents of ;
the New Settlement, upholding
the values and standards of a
democratic society.

In the interest of justice, it is to
be hoped that Nygren’s appeal [to
the Minister of Municipal
Affairs] will be successful —
meaning the decision of the
RDCK to approve fire protection
services to the New Settlement at
this time will be reversed.
