REED : Orange is beautifull And yellow, and gold! + Castlegar enjoys one of the most spectacular settings of any city I know. Where else has beauty been displayed so lav- ishly? There is the austere gran- deur of our‘ mountains, the reflective serenity of our riv- ers, the mystic glory of the early morning mists, the lush green of-our meadows and fields, the rosy hews of our sunsets ... and the lingering - yellows and golds of our fall foliage. Everywhere around us, regardless of season, there is found the superlative evidence of God's creative handiwork~a God who must enjoy beauty since he made so much of it. _ iiThe Bible. records that away back in the dawn of time, God launched His tremendous creative acts. Then were form- ed‘firmaments and seas, the myriads of heavenly bodies, the birds of the air, the fish of the sea, vegetation with its foliage and flowers and fruit, and every living creature. “Next to music, my. greatest love is gardening. And I find delight in the discovery that God.is a gardener! I read in the second chapter of the Book He gave us that “The Lord God planted a garden toward the East, in Eden; and there He -placed the man whom He had formed.” _ That was several millen- niums ago and it was not long before the awful consequences of sin began to mar God's beautiful creation. Yet, God's gardens still adorn the face of the earth, glorifying their Maker through their beauty. You and I live in such a garden! And ‘is that, garden ever more beautiful than in the autumn of the x?’ What a prodigality of glory; what a riot of color! Some have told me that they have never seen the countryside as beautiful as it is this year. I do not know how it could be more beautiful! Surely we should be singing with the hymn-writer, “For the beauty of the earth, for the glory of the skies... Lord of all, to Thee we raise this our hymn of grateful praise.” Strange that in the midst of such a profusion of beauty, there is not much’ ugliness and disfigurement. Why should ‘abandoned * buildings be allowed to pollute our environment? Why should derelict signs be permitted to disfigure our landscapes? Why should stockpiles of unsightly merchandise be tolerated? Why should a drive along Seventh and Columbia Avenues be such a depressing experience? A thousand thanks for the momentary relief provided by the planters of a Curling Club, the landscaping of a Silver Birches, and a few other instances of aesthetic intent. Why not some hanging flower baskets or floral bor- ders? Why not some fresh... paint, some new.color? Why not. ..,, some. screening or hedges? Why nota distinctive municipal motif? Why, not a concerted effort to make our city as beautiful as its setting? Comparisons may be odious but they are sometimes effective. For the five years prior to our arrival in Castle- gar, I travelled the length and . breadth of our beautiful pro- vince. The three cities,as the mayor explains it, comprite: ‘an economic unit and share common oals, But ‘one thing we must not forget is the rationale; forthe ‘present ‘regional district boundaries—the reason why Trail is in. the Regional District of Kootenay Boundary, while Nelson and Castlegar are in the Regional’ District of Central Kootenay, ‘The present. boundaries were chosen. to provide tax: assessment bases and equalize assessments in the various areas of the West - Kootenays. Thus the highly-assessed, heavily~ ‘i industrialized: City of Trail is and would outweigh the pat nea ) advantages offered by equalized tax assessment bases. What Lakes has nat made clear are those common goals Trail, Nelson and Castlegar allegedly share. The advantage which seems .to interest Lakes above all others is the opportunity for consultation through a single industrial commis- sion over the three cities’ plans for funding industrial parks under recently-signed federal- Ashe sees it, this type of consultation ‘would’ prevent the three communities from competing with each other.
