Government should consider implications OTTAWA (CP) — The federal government should keep national and cultural implications in mind when reviewing forejgn invest- ment in Canada, but decisions should be made on a case-by-case basis, says the association representing Can- adian book publishers. In a brief Tuesday to the Commons committee review- ing new investment legisla- tion, the Canadian Book Pub- lishers Council said foreign investment is desirable so long as the current level of Canadian ownership is main- tained in the publishing see- tor. The legisl. before the companies, 19 are owned by Americans and five are sub- sidiaries of British compan- ies. NONE AT ALL Meanwhile, a question- naire presented to the: com- mittee by the Canadian Fed- eration of Independent Pet- roleum Marketers showed a marjority of federation mem- bers do not want foreign in- vestment to be reviewed. Ninety per cent of survey respondents said foreign in- vestment is generally bene- ficial to Canada and 80 per cent said there is not enough such investment in Canada. Eighty-five per cent said committee will scrap the Foreign Investment Review Agency and replace it with Investmant Canada. It also relaxes the review proce- dure, allowing virtually all new foreign direct invest- ment and all but the largest foreign takeovers of Cana. dian firms to proceed without any scrutiny. The publishing council rep resents 49 members who ac- count for 89 per cent of all book sales in Canada. Time is almost an obsession with Pattison. He wears two watches, one with two faces, and he carries a pocketwatch in his suit jacket. Depositors must wait 2 VANCOUVER (CP) — De- positors in the defunct Wes. tern Capital Trust Co. of Vancouver will have to wait only about two weeks before they receive their money back from the Canada De- posit Insurance Corp. Robert Hammond, super intendent of insurance for the federal Finance Department, said the payout should also include a “significant pay- ment” to the few depositors who had more than $60,000 in the trust company. The CDIC insures deposits up to $60,000 but about 10 persons had more than that amount in their accounts, re- presenting between $300,000 and $400,000. Western Capi- tal president Doug Day said the sale of the firm's assets — including mortgages and properties — should allow officials to repay depositors between 75 and 80 per cent of any funds owing them above the $60,000 limit. weeks About 7,000 depositors are owed a total of $77 million after Western Capital asked the federal government last week to obtain a wind-up or- der and appoint a liquidator. Turbo cuts annual losses CALGARY (CP) — Turbo Resources Ltd., which has been struggling to get about $750 million in debt under control, cut its annual losses by more than two-thirds last year. Turbo lost $71 million or $2.85 a share for the year ended Dec. 31, 1984, the company said in a statement Tuesday. It lost $272 million or $10.65 a share in 1983. The actual loss, before extraordinary items, amount ed to $105 million or $4.17 a share. Extraordinary items netted out at $34 million in- cluding a gain of $39 million on the sale of Bankero Mines Ltd Interest expense of $87 million — it was $85 million in 1983 — and a loss from dis continued operations of $20 million — this amounted to $169 million in 1983 — helped drag down Turbo's bottom line But operating results im proved with revenues climb. ing to $589 million from $504 People’s Insulation Ser *500 22...
