The study also predicts thai™ plywood plants in British Columbia will close by the year 2000 as a result of FACING CRISIS VANCOUVER (CP) — Unless immediate steps are taken to revitalize the forest industry, British Columbia is 15 years away from an economic disaster, says a study by a University of B.C. research body. There will be few plywood mills in the province, it warns. Production of lumber, pulp and newsprint will all decline seriously, and nearly 7,000 more jobs will disappear. About 75,000 people are directly employed in the forest products industry in British Columbia. It's the most pessimistic outlook yet for British Columbia’s (and Canada’s) major industry, and it suggests there is a limit to how much can be done to lessen the impact. The report is the first by the university's Forest Economies and Policy Analysis Project, which is funded by the Canadian Forest Service. Peter Pearse, who 10 years ago completed a royal commission on forestry in B.C., heads the project. Author Sten Nilsson recommends concerted action by the two senior governments, the industry and the financial community to try to stave off disaster. “The analysis in Nilsson's report leads to a rather gloomy conclusion about the future of the industry, and I'm sure many will argue that it is ly gloomy,” of other prod such as waferboard, which will be produced elsewhere. A switch from bulk commodity produets to greater value-added products is necessary and will help, but distance from markets sharply limits that opportunity, and the industry will be in difficulty regardless, the study says. The industry needs to invest $35 million by the year 2000 in reforestation and modernization, but “cannot generate sufficient capital. This is perhaps the most serious component in the picture of the B.C. forest industry — it can do little to solve its problems.” The.amount of timber available to the industry, the report concludes, will be seriously affected even if there is a strong improvement in the economy. ‘TOO EXPENSIVE’ “About five to 15 per cent of the volume is still too expensive to cut,” Nilsson said. “By (the year) 2000, 30 to 40 per cent of the available wood will be too expensive to use due to longer transportation distances, lower wood quality, increased development.costs and smaller logs.” Nilsson, a Swedish economics professor commission- ed to do the study, held both government and industry responsible. The industry, Nilsson concluded, invested too little in the 1970s, when profits were high, displays little entrepreneurial spirit, sees unions as the enemy, and isn't Pearse said. Two years in the making, the study examines a range of possibilities. VOLUME DROPS One likely possibility is that the annual volume of timber available in British Columbia, now about 75 million cubic metres, will decline to 67 million cubic metres under favorable conditions. Even with productivity improvements, that will mean a five per cent to 10-per-cent decline in pulp and market-oriented. The provincial government, though it owns 95 per cent of the forests, “has not paid much attention to the forest sector,” the report states. “The federal govern- ment has shown more interest but faces conflict with the provincial government. “From an outsider's point of view, the institutional conditions described are constraining the development of the forest sector of B.C. Institutional hierarchies are very difficult and time-consuming to change. (CP) — Canadian spuds just don’t rate with Marks and Spencer for its brand of potato chips sold in company stores across the country. And haddock caught off Newfoundland must be processed within two days if it’s to make it into the company’s heat-and-serve fish and chips meals. Food technologists at the Canadian head office of British-based Marks and Spencer are dedicated to quality. Their motto could well be: rotate, remove and check the “best before” date on almost every label of the food products the company sells. Canadian potatoes aren't used in the firm's vacuum packed potato chips, says food technical manager Ian Lawrence, because the growing season is too short. As a result, there are often green spots indicating the spud isn't fully developed. GET BROWN RING “When Canadian potatoes are cooked at a high heat, the sugar in them comes out as a brown ring, which to our standards is unacceptable,” says Lawrence, who was brought to Canada from the parent British company to oversee food technology. Lawrence says freshness is paramount at Marks and Spencer. Every year, the company introduces many new food products to its lineup and Lawrence says that its double-dating system — “display until” and “best before” safeguards product quality. “The display until stamp guarantees that all fresh foods are withdrawn from the shelves long before they fall below Marks and Spencer's taste standards,” Lawrence says. The best before date ensures that the food maintains its quality for a reasonable length of time in the consumer's home. For example, steak-and-kidney pies and Scotch pies spend only five days in the stores. Potato chips are on the shelves for four weeks and cookies are withdrawn after six. Even tea, which Lawrence says is susceptible to rapid flavor loss, is date-stamped. In the firm's frozen food line, Lawrence says the frozen shrimp, raspberries and blackberries are also double-dated because they are subject to a natural amount of warm air don't rate generated by customers opening and closing the freezer door in a store. “The door may only be open for a few seconds,” he says. “but small frozen items warm up and gather moisture quickly.” The only Marks and Spencer food products that do not carry the double-date stickers are jams, soups, some frozen foods and a few dry foods that have an extremely long shelf life. There is no legislation under the Canadian Food and Drug Act to ensure that perishable food with a shelf life exceeding 90 days is date-stamped. However, most highly perishable foods such as dairy products must bear the words “best before” and a date somewhere on the product label. BEGAN IN 1975 Since starting in Canada in 1975, the food component of Marks and Spencer has grown so that now the 63 stores across the country stock almost all the company's St. Michael brand products. Most of the products are produced in Canada by selected suppliers. Only products such as biscuits, jams and confectionery items — chocolates, licorices and other candies are imported from other countries. Lawrence says that the steak-and-kidney pies and other beef-based savories are all made in Canada. “The beef is better in Canada than in the United Kingdom.” The products are manufactured in different places across Canada. Lawrence says that research has found that Canadians like their food spicier than consumers in Britain.
