Air deregulation
hurts small towns

PEMBROKE, Ont. (CP) —
Airline deregulation will be
disastrous for smaller com-
munities because more local
carriers will fold, says Pem
Air Airlines president Del.
bert O'Brien.

“Look at what's hap
pening: Torontair is gone;
Nordair is gone: Quebecair is
gone; Air Ontario is gone,”
said O'Brien. “What more has

neon lights and pink-paved
sidewalks, former hippie
haven Yorkville is being
polished up as a playground
for the rich.

The trendy downtown en-
clave — housing 3,000 bou-
tiques, services catering to
the elite, and exclusive res-
taurants — is in for a
$10-million makeover and an
aggressive campaign to lure
shoppers.

Over the years, Yorkville
has been many things, in-
cluding a graveyard for
cholera victims in the 1850s.
The bodies were moved and
the land developed for houses
and in the 1870s.

withstand losses until the
small commuter is out of

“These markets are so
small that they can only
support one decent carrier,”
he said. “Introduce another
and one has to go and it's not
a question of competition be-
cause the market won't sup-
port two so that means the
carrier with the most money
wins.

“The neophyte service is a
real threat, parties without
experience in the industry
that survive for six months
or less but long enough to
destroy the viability of the
existing commuter carrier.”

Pem-Air looks like a suc-
cess story — the small airline
that flew. After a decade of

struggling to keep afloat,
Pem-Air business jumped
500 per cent in four years and
the airline's fleet grew from

one Beechcraft 18 to 13 air-
raft and most are in the air

every day.

Ironically, O'Brien partly
credits Pem-Air's sales
growth to deregulation.
Since the first rumblings

Air planned to expand its
commuter service into Chat-
ham and Kincardine with
daily flights into Toronto but
decided not to risk the losses
in establishing the service
only to face competition in a
deregulated market. It also
cut two of its Cornwall-Tor-
onto flights.

“Why should I set up in
Chatham and lose $20,000 a
month to establish a market
there when the day we break
even they would license
someone else and put us
out?” he said.

O'Brien has asked the gov
ernment to extend proposed
regulations to protect air
lines serving northern com-
munities to communities with
a population less than
30,000.

“The act recognizes .the
need to protect small remote
markets in Northern Canada,
but it has failed to build in
any protection for smail
remote markets in the rest of
the country.”

Almost a century later
Yorkville became known for
its coffee houses and street
people before businessmen
took it over.

The current rejuvenation,
intended to make the area
Canada's answer to Park
Avenue, includes plans for
blue-and-gold garbage cans
with logos, or “street furni-
ture” as local merchants call
them, gray and pink sidewalk
stones and $6,000 in stylized
street lamps.

The three-year renovation
will more more than cos-
metic, says Heinz Buch

the Bloor-Yorkville Business
