Lack of communication lies behind the recent cutbacks to homemaker services in B.C. ~ -Laura ‘Richards, administrative supervisor for .the- homemakers in the Castlegar school district, says if the " provincial government in Victoria would have informed the homemakers of its intention‘ to cut back services’ when the budget was d last April, she says. Such was the case in the Gulf Islands where one person needed a homemaker. As a result, a supervisor was also ired to administer one homemaker. would have been able to properly budget ‘their hours. + In July, 1981 the provincial government informed the is homemakers of a 20 per cent reduction in hours’ of’ ‘service; but, because the homemakers had already used ‘up many ‘hours from April-June,’ the government in’ November announced further cutbacks of 18 per cent effective Dec. 1. “We were supposed to have cut in April,” says Richards. “But we weren't told that.until July.” Richards: ssys about 90 per cent of people receiving homemaker services have had a reduction in hours of ‘service. She says three have had the service completely taken away. ““We tried to give each a little bit so they're not completely cut out, without having our extended care People suffer,” she says. Richards notes that the extended care people are about the only People ; ywhose services weren't cut. “Some are in’shcelchairs end certainly unable to do- anything for themselves,” she says. i “We don’t. want to‘give them more service than they * need but there are things they can't do for themselves and these are the things we should be doing.” The. homemakers have become “janitors” ‘since the (). cutbacks, Richards says ‘personal contact is being lost because there isn’t time to stop and have a chat with clients. The cutbacks are especially hard on the homemakers. She says many of them are staying 15 minutes to half an hour on their own time to get the work done because ~ people who end up in Rich: is hoping things will be back to normal when the 1982 provincial budget is announced in April — but she’s not too optimistic. © «One of the with the is ‘that too much money is spent on higher levels and not ‘enough on lower levels, she says. She says the homemakers had asked for the raise in their annual budget request and received it. “T'm here and I don’t care about the money, but for a lot of people it’s a living,” she says. She says feelings were to the d when the long-t program was first introduced. The program began in 1974 under the Ministry of Human Resources, until the Ministry of Human Health was formed in 1978 and took over responsibility. : In protest of the current situation, Richards along with the office staff, has written to the Minister of Health, care because they can’t take care of themselves at home, says Richards. ¢ Even though she doesn't think any clients have gone to institutions yet asa result of the cuts, if they did they wouldn't get very far because of the low vacancy rate. Still, it’s cheaper to ‘keep a person at home. ‘ Richards says it costs $100 per month to keep a person at home, although the cost is higher for extended care patients: who have to be tended to every day. But at Castlegar and:District Hospital, it costs $56 a day for an extended care patient. The patient pays $10.50 and the government pays the remaining $46.50. But Richards says there hasn't been any response. “I don't suppose we ever will,” (get a response) she adds. the cutbacks. “I don’t think it's worth a damn,” says Fred Popoff, a client whose hours have been reduced. “There shouldn't have’ ‘beett any cutback,” says Popoff, who is unable to work and unable to do much for himself.
