For the last few years Castlegar city council has been telling whomever will listen: that’Pacific Western Airlines’ service into gar airport is inad: This week council began to see the results of its shouting. PWA announced that effective Feb. 5 it will add two more morning flights between Castlegar and Vian- couver, giving Castlegar two flights to Vancouver daily except Sundays when only the afternoon flight .is scheduled. The much-sought after increase in flights didn’t come as a result of any single letter or telephone call between council and PWA. It was a face;to-face meeting that perhaps more. than anything else allowed PWA and council to hear each other's arguments. That meeting came on Oct. 11 when Steve Bullock, PWA's direc- tor fot the B.C. Interior, attended a council meeting to address com- plaints about his airli perfor- mance. Atthat meeting, both sides — il and PWA — grew to under- stand the position of the other. Mr. Bullock explained to coun- cil PWA's financial position and responsibilities. He said PWA, though owned by the Alberta government, is in business to make money like any other com- pony. And though PWA made $6 million in 1982, all of it came from invested income ond not from the airline's operations. He said the airline — like every other airline in Canada — was hit by a shorp decrease in The airline went from operating 26 Boeing 737 airplanes to flying just 19 in 1983. At the’ same time, it laid ‘off 700 of its 3,700 employeees in a bid to become “lean and ‘oggressive.” With changes like thot, air ser- vice to communities all over the province was affected, Mr. Bullock He pointed to the decreasing Pp traffic at Castlegar air- port, saying that the number of people using the airline fell from 86,000 in 1981 to only 63,000 in 1983. Council, for its part, pointed out the airline was bound to have a decline in air traffic when it cut the . number of flights into Castlegar. As well, council noted that PWA rate increases and flight scheduling were other reasons for the decrease. it suggested the airline could provide special day fares and have more st on its Vancouver flight, using Kelowna as a “clearing house” and transfer point to other centres. Finally, council suggested the airline might be better to use smaller aircraft rather than fly larger planes which are only one- third full. The hour-long discussion paid off. PWA has increased ‘its flights into Castlegar despite a drop in passenger traffic. At the same time, it has ap- parently adopted a suggestion from Ald.
