Their income totalled $149 million. The number of untaxed upper-income Americans was down slightly from the 304 who escaped the tax net in 1981 but considerably higher than the 114 recorded by the Internal Revenue Service in 1979. However, since the number of returns with incomes over $200,000 a year more than doubled from 1979 to 1962, the revenue service says, “a high-income return was 55 per cent more likely to be non-taxable in 1962 than it was in 1979.” In 1979, about nine of every 10,000 people above the $200,000 level paid no tax; by 1982 the portion had grown to more than 14 for every 10,000.
