In the past 17 years a further contribution of $15,000 has been made to water supply works, At the time of construction of the dam, the Town of Kinnaird had three wells installed by B.C. Hydro worth approximately $100,000 so that in total CanCel and B.C. Hydro have made $155,000 as an investment in domestic water supply in our city, compared to the $3.5 million water system received by CanCel from B.C. Hydro. . ‘The legal title for the pump house and works was transferred from B.C. Hydro to CanCel on ‘July 29, 1976 for a consideration of $1,100. The city currently has an agreement with CanCel which states that, “in the event that such wells shall not prove capable of supplying the normal water requirements of the Village at any time within the next 20 years from the date hereof, CanCel is prepared in the event and within such period to negotiate with the Village with a view to arriving at a satisfactory agreement for an alternate primary supply of water.” It is my observation that there exists in this matter, a lack of responsibility on the part of CanCel and B.C. Hydro as far as the citizens of this area are greatest whom work for these two companies. The irony of the situation isathat we the citizens of B.C, collectively fund and own both of these Crown Corporations and they are operated under the direction of elected governments in BC. It is for these reasons that Council is seeking cooperation and financial assistance from CanCel, B.C. Hydro, Provincial and the Federal Government in this project. This inequity. must be corrected; surely the citizens of our area deserve a domestic water supply of equal quality and quantity to that enjoyed by our local industry.
