Canada’s dollar has been rising steadily in value since the deal took ef- fect Jan. 1, hitting nine-year highs of more than 86 cents US in recent weeks. The surge has cast a long shadow over the treaty. “It isa pretty inhospitable climate in which the free-trade agreement—is— working right now," says Gordon Rit- chie, Canada’s former deputy negotiator-for the trade deal. The Canadian dollar’ — boosted by the Bank of Canada’s high-interest- rate policy — has made Canadian goods generally more expensive for U.S. customers.
