Dunsmuir's Chi he had ot d large sums of money trom a mysterious source to pay his campaign expen- ses. The most effective opposition to Mr., Martin‘on the stump, the most unsparing exposure of his per- fidy, unscrupulousness and weak- ness for the Mongolian, had come from Ralph Smith, the leader in the fight against Mr. Dunsmuir’s Chi- namen. What vengeance on Mr. Smith could be more poetic, or sweeter to Mr. Martin’s thirsty Mephistophelean soul than to place at the helm the bitter enemy of Mr. Smith and of those Nanaimo coal miners who hooted him last winter? miners’ union’ which is com- posed of the metal-miners, of Ross- tand. Politics make strange bed- fellows and we hope that, when our firiends, the champions of Martinism in Rossland, go to bed with Mr. Dunsmuir, their sleep will not “lg disturbed by visions of pigtails. As to whether Mr. Dunsmuir will make a good premier, time will show. He has pledged himself to replace Chinese. with white labor in his coal-mines, and'having no cause to doubt his word, ‘we. must . accept it as given in good faith. “He has had a ,brief- experience in political life, but he -has had a lifelong ex- perience in managing large business 17 29] 20 24 | 25 | 26] 27 4] 3 7 | 12} 13> ARRIVAL AND DEPARTURE OF TRAINS. It ought also to be satisfactory to the labor lead- ers of Rossland, for they have worked most valiantly to continue in power the man at whose sugges: tion the appointment was made. It is true that Ralph Smith, who stands at least as high in’ the _ esti- mation of organized labor through- out the province, not to say the Do- minion, as do Messrs. Devine and Foley, has been engaged for years in a contest with Mr. Dunsmuir in regard to the employment of China- men, and therefore ought to be the best informed as to the attitude of| Mr. Dunsmuir and _ his~ friend Mr. Martin towards ‘labor unions. But perhaps Messrs. Devine and Foley are wiser, and Mr. Dunsmuir, after for years upholding Chinese “labor against the white coal miners of; Nanaimo, may see all that is good, true and beautiful in the ‘he.will retire from pol He has large private in- terests on the island. and we shall see whether he can rise so far above them as to do justice to the main- land and interior. Were it not for the manner in which he attained of- fice, the people.,would be more ready to suspend* ‘judgment as to Mr. Dunsmuir’s future and less dis- posed to bring up his- past against him. The following table shows the total vote cast in thie electign for each PREMIER DUNSMUIR. The appointment of Hon. James Dunsmuir as premier, apart en- tirely from his personal fitness and his ability to secure the support of a majority, is an additional evidence of the utter contempt which Lieu- tenant Governor McInnes entertains for the first principles of responsible government. As the’ merest tyro knows, the rule is, when the exis- ting government finds itself in the minority in the legislature, for the crown or its representative to call “upon the leader of the successtul opposition to form a new govern- ment. In this case the opposition . had no accepted leader, but was to have met next Monday to choose one.. If Gov. McInnes had had any respect for decency in public affairs, he would have awaited the action of that meeting and called upon the leader selected to form a govern- ment. Instead of this, he flings consti- tutional precedent to the winds. He consults the minister who has just been flung back at him by an over- whelming* popular vote, as to whom he shall select as that man’s successor.’ He calls upon a man who cannot claim to control any votes, who is not the leader of any party, who nas ostensibly no back- ing whatever. and says to him: “You are premier; go and find a party to follow you.” This was the meaning of his appointment of Mr. Martin, The ‘appointment of Mr. Dunsmuir means the same thing. The accepted rule is for the people by their votes to indicate their choice for premier and for the crown to appoint the man thus chosen. Gov.:McInnes’ rule is to choose the man he personally prefers and send him forth to make a combination, which will enable him to hold office. The governor has given the people new corroborative evidence in sup- port of the oft-proved charge that he has no conception of the princi- ples of responsible government and is therefore utterly unfit to perform the duties of his office. Mr. Martin’s part in this matter only furnishes new proof that he subordinates every other consider- ation to his private aims, the chief of which is to gratify his insatiable thirst for revenge on those who have, thwarted him. He has long been. coquetting with Mr. Duns- muir; he had invited that gentleman into his cabinet; he had opposed except in Cassiar where the figures arenot at hand.: . ee J THE CENTRAL § H Corsets, wren ‘A Complete.
