Wednesday, December 23, 1992 @ Brilliant bridge gets backing @ Umbrella society set to facilitate restoration of historic landmark At its Dec. 12, 1992 meeting, the Regional District of Central Kootenay considered and passed the following resolution with respect to the possible restoration of the Old Brilliant Suspension Bridge: “The Old Brilliant Bridge is an acknowl- edged historical achievement undertaken by true pioneers of the Castlegar area. It is pro- posed that this structure may be designated as a national and provincial heritage site. It’s been suggested that the RDCK may act as a facilita- tor to co-ordinate funding required to undertake restoration of the Old Brilliant Bridge. Sole re- sponsibility for undertaking the restoration and maintenance of the bridge should be that of an independent society and the RDCK be respon- sible only for the cost of providing public liabil- ity insurance. It is also recognized that the site may be con- sidered for inclusion with a sub-regional linear park providing pedestrian trails in the Castle- gar area. Therefore, the RDCK commits to undertake the ownership of the Old Brilliant Bridge.” and heritage societies, and other interested parties. Its work has been ably assisted by B.C. Her- itage Conservation Branch, Ministry of Trans- portation and Highways, and federal Public Works personnel, as well as local government officials such as Regional District Representa- tives, John Voykin and Ken Wyllie. The RDCK was approached to consider own- ership of the bridge due to the broad range of community organizations and individuals sup- porting the project and the fact that potential government funding sources, such as the B.C. Heritage Trust, desire strong local agency rec- ommendation and financial supervision of any grant monies. It is proposed that the members of the Work- ing Group, who will comprise of representa- tives of all interested community groups and individuals, will work under an umbrella soci- ety to complete the restoration project. The bridge has received engineering inspec- tion by Cominco Engineering Services Ltd. of Trail and preliminary results appear positive. Additional testing of certain structural com- ponents still have to be conducted before the RDCK will take over ownership and the Castlegar Savings Credit Union is able to assist you with getting the best return for your investment dollars. It is proposed that volunteer labor and do- nated materials will be used for all or portions of the remedial work. The suggested bridge serve is pedestrian use only with a walkway replacing the vehicular access on the Brilliant end. An interpretation centre will be located on or near the bridge explaining its historical and heritage significance to the West Kootenay re- gion and potentially as a part of a community park and trail network. eee Interested individuals or groups willing to participate in the restoration process should contact the Brilliant Suspension Bridge Restoration Working Group at 365-7630 or 399- 4394 or the Castlegar and District Recreation Commission at 365-3386. The bridge is currently owned by the Min- istry of Transportation and Highways and the Ministry has no plans to restore the bridge. In fact, the bridge was slated for dismantling 20 years ago after the completion of the new bridge. The ministry has indicated that it is in support of the restoration project. The extent of ministry support is yet to be determined. The resolution was presented to the RDCK board by way of a recommendation from the Castlegar and District Recreation Commission and the “Brilliant Bridge Restoration Working Group.” The Brilliant Suspension Bridge Restoration Working Group was formed in Sept. 1991 to in- vestigate the feasibility of restoring the bridge as a historic and heritage site.
