If you have youngsters under six, disabled kids or a large family, there are some new rules for claiming child care expenses’on the 1988 tax return that take some of the financial sting out of raising a family. Parents with children born after 1981, or with physical-or-mentat disabilities; can-now-claim up-to $4,000 a year, double the limit on the 1987 return If those same parents send their kids to summer camp, they can now deduct up to $120 a week in expenses, in stead of $60. The limit for older children born between 1973 and 1981 remains the same as before — $2,000 a year and $60 a week for summer camp. NOLIMIT Revenue Canada has also eliminated the $8,000 ceiling on total child-care expenses allowed per family However, you must be working, or taking an ap proved training course or carrying on research for your child-care expenses to qualify as a deduction And any claims are also subject to a maximum of two-thirds of the income of the supporting person, usually the spouse With the lower income. The bad news is that Revenue Canada is going to be stickier about how the 500,000 Canadians expected to claim child-care expenses fill out the special form for the 1988 tax year. Previously, Revenue Canada seemied’satisfied with just the babysitter’s name and address. This year, he or she will need to supply you with a social. insurance num ber. : “If you submit a form without a social insurance number, you can expect it willl be returned with a request for the number,"’ said a Revenue Canada spokesman If you usé someone who doesn’t have-a social in surance number, expect to wait two or three months while Employment Canada processes the person’s ap: plication for one. Child-care expenses, like allowable moving costs, T Revenue Canada’s new (ax guide provides a handy receipt sample that you could photocopy for future use The guide also offers a helpful tip for families that earn less than $24,090 a year. If they have children aged six and under and child-care expenses under $400, they may be better off ignoring child-care expenses and sim ply claiming the $559 child tax credii and the additional $100 supplement introduced for 1988 tax returns Henry Zimmer, a Calgary tax expert and author, notes the child-care expenses form is not included in the standard package this year. If you claimed the expegses last year, the guide containing the form will be mailed to you, Otherwise, you have to obtain it from your local Revenue Canada office. WHO SUPPORTS? One of the most perplexing concepts in claiming child-care expenses is the ‘supporting person.” In two-parent families, it’s the spouse with the lower income But for some families, that can mean little or no benefit Unfair as it may seem, a recent Tax Court of Canada case shows Revenué Canada is sticking to its guns Elizabeth Planetta of Sydney, N.S., earned about $16,000 and her husband, Robert, about $6,000. She paid for the child-care expenses and claimed them on her income tax return. Revenue Canada turned her down and she appealed to the Tax Court of Canada She told the court her husband-didn’t ears enough to be able to take advantage of the child-care expense And if they couldn't take advantage of it, what was the point of the legislation? The court dismissed her appeal, saying Parliament had made it clear that except in a few special cases, only the parent With the lower income could claim child-care expenses NOINCOME WINS Another-court ruling last_year —which Revenue Canada is appealing — indicates the Planettas may have been better off if the husband had earned nothing at all Normand Fiset challenged-a Revenue Canada railing disallowing his claim For $4,000 for child-care ex penses he incurred in 1984 while taking care of his two sons. He remarried in December to a woman who had not earned any income that year. Revenue Canada ruled his new wife was the supporting person and must claim hiet break OYOTA TOYOTA ha CCA Award for Trouble Free Performance SIX YEARS OUT OF SEVEN! That is the question Peter Murphy and Barbara Carmichael of the University of Victoria were trying to answer when they surveyed more than 800 visitors, athletes and volunteers during the three day event Feb. 23-26 visitors to determine spending patter- ns. Athletes and volunteers were also questioned on their spending while at: tending the three-day event “We conducted a similar|study last summer at the B.C.
