The ground ‘upon which application of injunction wae made anda writ obtain- ed was that under the Municipal Act, salaries of officials must be paid out of the annual city revenue. This precludes the payment of salaries from funds bor- rowed by the city. Thus the money about to be raised by the city cannot be applied to the salary of the mayor, ac- cording to the ruling of Judge Forin.
