Ina newsletter, the College-Institute Educator's Association of B.C. says the new labor legislation “makes free collective bargaining impossible and in effect deprives most unions — par- ticularly those in the public sector — of the right to strike.” It adds that Bill 19 voids many collective agreement provisions con- cerning the recognition and support of other unions. not a bum,” Wilson laughed. He noted that the $3. admissi exhibits will be a drawing card. Wilson said one of the complaints over the last few years is that the fair never seems to change, and that has led ta a decrease in attendance. “The fair has slowly, in the last two fee for adults has not changed and money raised is channel- led back into the community. “The community should be hoping we have a good turnout because it all goes back to them in tbe. long run,” Wilson said. ; a “Bill 19 removes the restrictions on employers communication directly with individual union members during certification, decertification and bar. gaining processes. Non-union members will now be able to participate in ratification votes,” says the newsletter. It adds that because the new labor legislation allows the provincial gov ernment to override collective agree ments, the provincial government is trying to “erode contracts in the public sector, in particular where most em- ployers are created by statute.” The newsletter says that the “broad disciplinary powers” that Bill 19 appears to give to employers can be used to “intimidate and penalize both rank-and-file union members and their elected officials.” “It is not surprising that the employer is given authority and dis- cretion for enforcing the dispute resol- ution provisions of Bill 19 because the process is clearly in place to benefit the employer. There is no corresponding enforcement provision in case of a violation by the employer,” the CIEA newsletter states. It adds that the position of the industrial relations commissioner “ap- pears designed to give the provincial government full control of the collec- tive bargaining process, but without the political accountability of having to suspend or remove the right to strike in a particular dispute by a vote of the legislature.” Robinson's CLIP "N SAVE™. As reported in Sunday's CasNews, the Auxiliary and nurses sponsored a bake sale to help raise money for Rick Hansen's Man jn Motion world tour. The bake sale was set for Thursday, so organizers arranged to pick up donated baked goods Wednesday evening. ‘Teena Leitch, an auxiliary member, contacted Anna to say she would drop by her home to pick up a Russian loaf. But when Leitch went to the home, a teenage boy answered the door and said he didn't know anything about a Russian loaf for a bake sale. However, he said his mother had just baked several loaves and suggested Leitch go ahead and take one. Leitch picked up the loaf and headed home. The next morning Gattinger called to ask why Leitch hadn't stopped by to pick up the Russian loaf. It seems Leitch got the houses mixed up and had picked up a loaf from Florence Kravski — who knew nothing about a hospital bake sale. By the time Leitch tracked down Kravski's loaf, it had been sold. But Kravski didn't mind at all, knowing the proceeds went to spinal cord research. Oh yes, the sale netted $250 for Rick Hansen. Refund slated for utility customers By CasNews Staff West Kootenay Power and Light customers will receive a slight refund on their bills over the next few weeks. The B.C. Utilities Commis. sion has ordered the utility company to grant its custom ers a refund of $709,000, or about $4 to $6 per residential customer, depending on con- sumption. The commission allowed a 4.9 per cent rate hike fol lowing public hearings held in Rossland last December. This compares to six per cent which the company was authorized to add to cus- tomers’ bills from January 1, 1986 on an interim refund- able basis. West Kootenay Power and Light had asked the utilities commission for a 14.3 per cent return on investment for 1986. The commission said that amount was too high and rolled it back to 13.75 per cent. A spokesman for the utility company said that the refund ordered will not affect its operations.
