SUBSTITUTE FOR AETALIATION. Te strike back is human but not always wise. To parry the blow and obtain time for breathing space is often better than an upper or under eut or a swinging right hander. The Corliss amendment to the alien labor bill-has been aimed at Canada and has had the effect of arousing hostility among Canada’s public men. There has been a great deal said on the public plat- form by Canadian politicians about retaliation should that amendment be passed. The amendment has bten branded by both Canadians and Americans as a disgrace to civilization, a relic of barbarism, a most obnoxious form of nativism and many other such opprobrious epithets. But strange to say that in the. same breath threatenings. or retaliation are heard. Why should Canada adopt a barbarous measuge, or disgrace herself and civilization? The United “States have set a pace but Canada need not follow. It will he no disgrace if she refuses to compete in such a contest. The only reason yet ad- vanced to justify retaliation is to preserve Canada’s self respect. ‘There is surely a better way of pre- serving the self respect of a nation than gettiag down in the gutter to keep company with another nation that has done the same. When the strained relations be- tween the United States and Eng- land threatened to bring on a war a diplomatic contest took place in- stead and the result was the mak- ing ofan arbitration treaty that not only settled the Venezuelan dif- ficulty but embraced almost every kind of difference that might arise between the two great nations. Now, when a legislative’ war is threatened that may have a very dernable portion of these values. It is quite probable that the silicious ores from the deeper levels will be found more susceptible to water con- centration. If this can be demon- strated it would result in largely in- creased profit to the mine owner. Gentlemen :—While in Rossland I was surprised to learn that. railway companies claimed the right ‘to out timber on mineral claims and that they were denuding mineral claims of all the timber thereon. This isin my opinion not only to the contrary to the act itself but also ultra vires of the intentions of the legistajure. T have nothing to show outside of bald assertions that either the Nelson & Fort Sheppard or Columbia & Western railway company is stripping the timber off mineral claims. Al- though I have no doubt but it has been done. Muan; president of the Kaslo & Slocan railway,and ‘Robert Irving, traffic manager, ‘arrived in the city yesterday—Mr. Munn from his home at New Westminster, and Mr. Irving from Kaslo.
