derbank disassociated their

ization and said they would
not echo CNPA objectives,
he said, “they, ‘agreed with
them and felt ‘they could
work with this kind of an or-
ganization if ‘we. built our-
selves up to a credible and
viable level.”

Pointing out that the city solicitor described the proposed
pact as “an excellent agreement” which could not be approved
upon, Rust noted that “approximately half” of the water
system has been built,

“I am surprised at this point in time that the federal and
provincial authorities are not starting to question this council
as to when we are going to sign this agreement,” he said.

completely built and no agreement signed.”

constructed upstream of the pulp mill CanCel sought
compensation and received from B,C. Hydro for damage to its
water supply.

“I think the cost for which they were compensated was
almost $3 million — that’s close to $6 million in today's funds,”
Godderis told council. “They were graciously provided with
some assistance via the taxpayers of this province and also the
taxpayers of this community.”

“There's lots of water there and it may be true that water
will never be used up,” he said. “But the principle is still there,
that the mill comes before the people of Castlegar and I don't
think that should be the case.”

Speaking in favor of the agreement, Ald. Jim Gouk told
council Castlegar was not “kicked off” the Columbia but “gave
away the river” in return for the economic advantages of a
pulp mill and some minor concessions in an agreement with
the company 19 years ago. He added that the water system.
obtained by CanCel “actually had very little if anything to do
with the city.”

be an improvement in the distribution system.”
