The ‘result convinced us of several im- portant facts, and it is in the bear: ing of these on the present serious crisis in Chinese affairs that we wish to speak. In the first place we were amazed to find the lack of coherence among the states or provinces of China, Of course we were prepared to find them speaking various dia- lects, the speech of one province being utterly unintelligible to the people of another, and the written or classical language being a sealed mystery to the vast mass of the population. But we had ‘not been d to find the g I organ- THEY CREATE PREJUDICE Grand Army Denounces School Histories of Southern States. (By Associated Press.) CHINA'S OWN TROUBLE, nae While China is having trouble with the$powers, her greatest treu- ble arises from her own internal condition. We speak from person- al observation when we say that the state of affairs in China is de- plorable so far as it relates to gov- 1 and i ‘ive mat- seems incapable of correcting its own evils or prescribing an efficient remedy for its own diseases. The chief and radical difficulty in Vo ‘China appears to be the lack of a strong central government. In some respects China is a mere’ collection of independent provinces, each of which hasgits own tautai or gover- nor. This officer closely resem- bles, in his functions and powers, the ruler of a principality who yields feudal homage to his over- Jord only so far as suits his advan- tage or pleasure. ® To illustrate this point. When the writer was in China several years ago, part of his mission con- sisted in investigating the subject of cotton supply and manufacture. Through the courtesy of Messrs. Jardine, Matheson & Co., one of | 8t- the largest firms in the Orient, we were afforded every facility for making this investigation, one of their superintendents, Mr. Ainee, kindly giving us his time und ser- ply trom these interior provinces. We found that an insuperable ob- stacle was presented in the fact that each province had the power to levy a separate tax upon any commodity passing through its borders, and that this tax or likin, as it is called, depended solely upon the whim of the governor of that particular province. In other ‘words he could levy tribute as freely as any Arab chief who ever exacted booty from a passing caravan, and in most in- stances he was fully as much in- clined to do so. This ove fact speaks more than volumes as to the internal relationship in Chinese af- fairs. Itis as if every state from Maine to California, or each prov- ince in the Dominion had power to levy a separate tax upon any com- modity passing through it, and this tax were regulated solely by the despotic whim of an absolute and arbitrary ruler. Another startling fact in con- old. —_ Resoluti were adopted calling on the public, in the name ofthe Grand Army, to banish the books from the schools of the coun- for the erection of the new engine house at Nelson. Japan is justly proud ofher victory in the war with China, but the fact re- maias that Japan, thoroughly aroused and imbued with a spirit of martial pride and national unity, fought only an inconsiderable part of China. When we were in China we were reliably informed that mil- lions of her people in the interior were stillin ignorance of the. fact that a war had been fought with Japan. China is still living in the dark- ness of the middle ages, while the rest’ of the world has made cen- turies of swift and marvelous pro- gress since those days of feudal ig- norance, barbarity and superstition.
