Our current Management and Working Plan (#7) for TFL #23 is for the period 1988 - 1992. A new Management and Working Plan (#8) for TFL #23 will be due at the end of 1992. What is a Tree Farm Licence? A Tree Farm Licence (TFL) is a geographic area of Crown land for which one company has exclusive rights to timber harvesting. For this, the company pays both an annual rent and a fee for every cubic metre the company harvests. The company also has contractual obligations for the integrated resource management of the area. The company must allow for all other users of the geographic area, including fish and wildlife management, mining, wilderness enjoyment and other recreational interests. What is a Tree Farm Licence No. 23? Tree Farm Licence No. 23 (TFL 23) encompasses a total area of 550,000 ha., of which 42% is suitable for timber harvest. It is located south of Revelstoke, and basically includes both sides of the Arrow Lakes down to Castlegar at the southern point. PUBLIC INVOLVEMENT What is Meant by Public Involvement? Public involvement is a process by which any individual or group can formally present their concerns or comments. In this case, it is specific to our Management and Working Plan. How do | Get Involved? — If you are an individual with concerns, — If you represent an interest group, our woodland staff at Pope & Talbot would like to sit down and discuss any thoughts you would have. Who looks After Other Resources Other Than Timber? Pope & Talbot is committed to integrated forest resource management. We work quite closely with government agencies, specifically addressing the concerns of: — Fish Federal Fisheries, Ministry of Environment Ministry of Environment Ministry of Environment Ministry of Forests Ministry of Tourism Who Approves the Management and Working Plan? The Chief Forester for the Ministry of Forests — Wildlife — Water Quality — Recreation — Tourism Ministry of Forests, with public input and Cabinet. Will There Be a Public Hearing? The Ministry of Forests procedures require that we request written submissions to our Plan within 30 days of advertisement to which we must respond. A formal public viewing is required after a draft Management and Working Plan has been developed by the company. However, we feel that for public involvement to really work there must be dialogue much earlier prior to actually writing the Management and Working Plan. We are currently drafting a Statement of Management Objectives Options and Procedures (SMOOP) which will serve as a general guide to completing the Management and Working Plan. This document will identify various management issues and opportunities in TFL #23. Copies will be available on request for those who are interested. We are quite willing to meet with any interest groups with concerns or comments. We also intend to actively solicit meetings with specific interest - groups that we feel must provide input. We intend on co-ordinating these meetings during September and October of this year. A group is always stronger than an individual voice. Deadlines We request that people or interest groups respond to us no later than September 15, 1992. This will allow us time to properly respond to your comments.
