Actually this category of disability — commonly referred to as ‘gunshot wounds’ — accounts for only 20 per cent of all pensionable disabilities. The government-funded agency which provides this free legal aid assistance in the preparation and presen- tation of claims of pension applicants is known as the Bureau of Pensions Advo- cates. The legislation which created this agency is known as the Pension Act. In 1971, acting on the recommendation of the Wood's Commission, the Pen- sion Act was amended to create a completely indepen- dent agency which was named the Bureau of Pen- sions Advocates. The legis- lation stipulated that it would be the duty of this agency to provide free legal services to war veterans and their de- pendents in the pursuit of pension claims. Residents of the street, however, . ‘say they'll do everything they can to. stop it because it will increase traffic, the safety of regi _ * particularly children — and cause noise and vandalism. “The street is 3300 and 3400 block “Ninth Ave. in Kinberry Heights, west of lamba Ave. at the south end of the y : The new plan would extend Ninth Ave, north from its present dead end at 33rd St. to a cul-de-sac, but would also connect the extended street to Columbia Ave. just south of the Dixie Lee. - Eighth Ave. would also be ex- tended south from 28th St. to join the new street between Columbia and the extension of Ninth, One Ninth Ave. resident, Dave Dudley, says planning maps show. the 3300 and 3400 blocks of. Ninth will be widened by three feet, as well. ‘This might mean Ninth Ave. will become the access to other new subdivisions behind us,” he says, referring to bush land to the south and west. City planning techniclan Andy Swetlishof says the planning has been. . under way for three years and it would’ . cost the city too much to change the plans now. The residents say they should have been told when the planning began so * they, could have made their concerns Swetlishoff: says the planning ‘‘was “no deep dark secret’ though ‘‘we didn’t ” advertise it and we didn’t go out of our way to tell them.” He says the, city. was ‘tegally required to inform ‘only the owners of property within the area where streets and property are being replotted, and’ this was done. - ““We require the consent of the owners of property representing 70 per cent of the total value of the property in the area being replotted and we're very close to that after all this time," says Swetlishoff. ‘‘Many have signed con- sent forms and gone through mortgage companies,”’ “I didn’t even dream of contacting nearby residents. It didn’t enter our ‘heads,"" he says. “That may have been shortsighted of us.’* After learning o of the'plan the 3300 and 3400 block Ni informed them by. ‘all tat the cy wl nor ehange the plan. “Any changes to the present replot plan would completely eliminate the entire scheme.
