Containers the only way to go VANCOUVER (CP) — At Vanterm, the Port of Van- couver's chief container ter- minal, they deal in boxes. Boxes in all sizes, colors’ and made of a variety of mat- erials are shuffled on and off waiting ships. But for Vanterm how the boxes look matters less than the number being moved, says general manager Gor- don Payne. Whan Vanterm opened in 1975 the bulk of its business was inbound. Today, con- tainerized exports exceed imports, says Payne. Vanterm, with its two con- tainer cranes and 76-acre site, was opened by the Na- tional Harbours Board and is operated on a lease basis by Empire Stevdoring Co. Ltd. In 1976 it handled 73,436 TEUs, the industry’s term for. 20-foot containers or equivalent — one 40-foot container equals two TEUs. MORE CONTAINERS Non-containerized cargo landed at Vanterm has de- clined to about 20 per cent from about 40 per cent when the terminal opened. Cranes are used to unload the ships. The terminal has two $4-million carnes and hopes to get a third soon. “This shortage of craneage average, a single crane can handle 18 TEUs an hour, soa ship with 1,500 TEUs would take about 83 hours to unload if only one crane is available. Vanterm faces another problem with the straddle carriers used to transport freight once it has been off- loaded. CLASH WITH UNION The terminal would like to hire more permanent staff, including mechanics, but the -union prefers a system of allowing members to choose jobs from a job board at the union hiring hall. Vanterm and the union also clash over the so-called container clause in their collective agreement. The clause stipulates that longshoremen will get to un- load, or destuff as the trade terms it, all incoming con- tainers with mixed loads bound for Vancouver-area points. - The only locally-destined containers which escape this rule are those filled with goods for a single consignee or those which contain the personal effects of two or more immigrants.
