But what separates this airport from most others is the fact that the government doesn’t operate it. “Years ago, for whatever reason, the city of Castlegar turned it over. to Transport Canada,” airport manager John Perry said. - In keeping with its privitization policies, the government then put the airport out to tender, looking for a private operator. : They found one in Pacific Build- ne raaset aeaere of Richmond, who operating the airport in the mid 1970s, something unique to the province. : _ “It’s the only airport in B.C. that is operated this way,” Perry said. “It fits in with the government policies to privatize-as much as they can.” Though Perry is an employee of Transport Canada, he said the air- port’s other employees work for PBM. 4 “PBM employees six people,” he said, “There is a site supervi- sor/mechanic and five other indi- viduals who are combination fire- fighters and equipment opera- tors.” Some of the equipment opera- tors duties include snow removal, grass cutting and building main-- tenance. ; The airport is home to regional carriers for two major airlines, Air Canada’s Air B.C. and Canadian Airlines’ Time Air. Perry said that between the pri- vate and domestic airplanes, the airport handles some 25,000 to 27,000 arrivals and departures a year, carrying some 95,000 pas- sengers. The government’s plan, intro- duced in December, would see a centralized air traffic monitoring system set up in the Lower Main- land, eliminating the need for peo- ple like Patrick and Tyequet with- in 10 years. But both men believe that the proposed system wouldn’t work at an airport like Castlegar’s. “The terrain is too tough,” said Patrick, pointing to the surround- ing mountains and_ low-lying clouds. Tycquet agreed, saying that the conditions would have airlines thinking twice about flying into Castlegar. “There would be too much traf- fic for the airlines to feel comfort- able coming in here,” he said.
