When the emergency first arose, they appealed to the good sense of the ‘people by recal- ling the security against the disease, which was to be obtained from vac- cination. Not until it became nec- essary did they put in force ‘the compulsory features of the law. When the first two cases occurred, the facts'were promptly given to the public througt the newspapers. Thus the people know the worst, andthey know also that the facts. aré no worse than have been published, : Exaggeration is the parent of panic in times of epidemic, and secrecy is the parent of exaggera- tion. If any attempt is made to conceal the unpleasant truth, rumor ~ will multiply it a hundredfold and panic will spread among the people. Such waa the experience of Victoria some years ‘ago, when con- cealment caused great exaggera-. tion of the extent of the epidemic and every outgoing steamer was loaded with ‘fugitives, who carried alarmist stories to the sound cities across the boundary and created the impression. that the city was _plague stricken. Spokane has had an_ illustration of the evils of both extremes.
