The Castlegar and _ District Recreation Department has once again taken on the task of organizing the national event locally but need some help. To help Castlegar ‘‘win’’ the con- test to determine which is the fittest city, the rec department will hold its annual Walk-a-Block along with a Go Looney Day at the Community Complex. The recreation department's roving fitness instructors will also move quickly between local schools to lead students in 15 minutes of aerobics throughout the day. To help make the challenge a suc- cess, the department is looking for block captains to take their “blocks” on a walk. Those interested in being block captains can call the rec depar- tment office now to register. The City of Castlegar and Celgar Pulp Co. have donated draw prizes which will be awarded to each neigh- borhood that participates. A block captain’s job is to hand out flyers to his or her neighborhood on May 27, pick a designated spot for neighbors to meet and show up to lead the group at 6:30 p.m. on May 29. The Go Looney Day at the Com- plex will consist of $1 admission to any event going on at the Complex on May 29, such as the early bird swim, adult swim, aquafit, morning and afternoon aerobics, weight training and public swimming. Draw prizes courtesy of the city and Celgar will be awarded throughout the day. The prizes include T-shirts, fanny packs, pens and shoelaces. It is the first time the Environment Ministry has made such an order on animals coming from other parts of Canada, Barry Saunders, commercial wildlife specialist, said. Py Any previous bans on wildlife transport were done by the Agriculture Ministry, he said. The regulations were enacted because of an increasing interest in keeping wildlife animals as pets, or on game farms, Saunders said. The parasite does not bother white-tailed deer, but can wreak havoc with other deer-like animals. FAVORITES City seeking parks plan Consultant will be brought in for job By CasNews Staff The City of Castlegar has set up the goal posts and is now looking for someone to carry the ball in its quest for creation of a master plan for city parks. City council, which ‘‘pre- approved” the project April 8 as Part of the 1991 budget adopted Wednesday, laid out the terms of reference for the master plan earlier this week. The city will now seek a consultant to create the plan and has set a deadline of 2 p.m. on June 14 for proposals The terms of reference council ap- Proved Monday state that the plan must be based on a parks philosophy which ‘includes natural open spaces, Passive areas and active areas. “It must be comprehensive and Provide a sense of unity from park to park,”’ the terms state. ‘‘The plan must address community needs and determine what is best located in each park and what is best located in other areas (or) facilities. B.C. is getting only $1.4 billion in stumpage and other payments from the forest companies that hold cut ting tights to vast tracts of Crown land — compared to an estimated return of $4.7 billion to $8.8 billion if the wood went on the open market, Sandy Peel, chairman of B.C."s forest resources commission told professional economists earlier this week ““Stumpage payments are not cap turing the full value of the resource over time,"’ Peel said Prepared for the commission by an di Vancouver . firm, Canadian Western Capital Etd. What makes the report convin- cing, Peel said, was that Canadian Western Capital used industry data for the small amount of logs now sold on an open and competitive market in B.C. Those numbers indicate “disparity” between what paid and what could be paid. “Current stumpage rates do not appear to capture all of the value available from the forest resource base,’’ the report concludes. ‘From a financial point of view, the sim- plest approach is to raise stumpage rates to support what is believed to be a realistic value esimate.”* a huge is now Perhaps British Ce will see a fairer return for the timber cut in Crown forests if they force forest companies to buy at least half of the timber they cut each year on an open market, said Peel.
