During the post-war boom years, -the scope of the fund: was broadened to in- clude numerous other categories; includ- ing seasonal worbers, married women with working husbands, and many others. No prevision was made for a means test or amount of family income. This over- sight gradually had the effect of encour- aging unscrupulous workers, ti 1 ny ted their shady deals within the framework of the regu- lations. At present thére is no law that re- quires an unemplbyed person te account for his spare time. An “unemployed” man can build a house, rebuild automobiles, build boats, make furniture, to - quote only a few of the “trades” folowed by many, and sell these items at a profit after they return to work, without fear of the law.
