“If there is no point of law, then we won't proceed,” she

And if that’s the case, the city will look at deducting
$52,000 from BC Timber’s taxes this year.

City clerk Ron Skillings said today, “We have not got a
total solution, but we are looking at crediting it on their total
taxes.”

Skillings added that the ruling “ha:

$52,000 in taxes to BC Timber after a landmark ruling by the
B.C. Assessment Authority Appeal Board reduced the
company’s Celgar pulp mill and sawmill assessments by $10
million,

College to cut staff

Selkirk College is looking at reducing
faculty and staff at its Castlegar
campus, the Castlegar News has
learned.

Campus director Jim Cromwell told
a recent college board meeting that a
review was undertaken to consider
reducing staffing levels in all areas of
the campus operation.

cutbacks at the Castlegar campus are
related to the closure of the David

the overall size of Selkirk College's
operations by nearly one-third or 31

Trudeau, saying it was “a good day” to
do it, announced today he is stepping
down as soon as the Liberals can elect a
new leader.

determine a location for a convention,

leader, Liberal party president Iona
Campagnolo said at a news conference

“I wish to inform you of my decision
to resign from the leadership of the

‘our great party has been one of the
joys of my life but I now feel this is the
appropriate time for someone else to
assume this challenge.”

Trudeau thanked “each and every
member of the Liberal party” for the
“support, loyalty and friendship I have

the Liberal party for giving me the
opportunity to serve my country.”

Trudeau, who surpasses Sir Wilfrid
Laurier in mid-April as the longest-
serving French-Canadian prime min-
ister, said he will stay on until a

conference was planned.

Trudeau's retirement has been the
subject of mounting speculation for the
last few weeks since he wound down
his peace initiative wiht a visit to

While there was apparently no con-
certed pressure on him to leave, there
has been increasing restlessness in the
party in recent months. A few MPs
said openly he should go. Many others
were just anxious for an end to the un-
certainty.

Heightening the tension was the fact
that on Feb. 18 the government cel-
ebrated the fourth anniversary of its
election and that the time left before
the next judgment by the voters is
rapidly running out.

The retirement speculation reached
such intensity that about 50 reporters,
photographers and cameramen be-
sieged the weekly Liberal caucus
meeting last Wednesday thinking Tru-
deau might announce his plans there.

Caucus was among the first to hear
of his short-lived retirement in 1979
and some observers speculated he
would tell MPs about his plans before
they left for the one-week parliamen-
tary break which began Friday. MPs
aren't expected to return to Ottawa
until Monday.

But Trudeau dismissed all such
speculation, telling reporters they had
the right month but wrong year.

Arson plagues resort

Lalonde may have felt relieved, but he didn’t feel
better.

He thought it might be arson.

That would make the second case of arson on the
Valhalla Lakeside Resort property in two years.

In 1975, 15 families — about half of them from
Castlegar and half from Trail — got together and pur-
chased the Valhalla Lake Resort.

It is a beautiful spot beside Slocan Lake about 15
kilometrégiout of New Denver. Many of them had camped
there for years.

The group decided to upgrade the resort, and its
facilities. The resort had operated for 20 years, and had a
dining room, restaurant, six cabins, and campsites.

The group's expansion included more campsites,

It was about 10 p.m. on Nov. 2 of last year. Lucien
Lalonde was relaxing at his Castlegar home, when the
phone rang.

It was the caretaker of the old Valhalla Lakeside
Resort, at the north end of Slocan Lake where Lalonde
has a summer cabin.

‘The place is burning down,” said the caretaker. “I'm
phoning everyone I can.” .

And he hung up.

Naturally, Lalonde, an instrument mechanic at
Celgar, was shocked. The caretaker's voice had sounded
panic-stricken. His summer cabin?

He'd only had it fixed up three years ago —
éonverted out of the dining-room and restaurant that
were ‘part of the Valhalla Resort, which shut down its
operations in 1980.

Later that night, the caretaker phoned back. It
