Glen Allin, district manager, and Cal d, operations superi were terminated March 30 in con neetion with mismanagement of forest service funds. of gover funds is involved,” admitted regional forest service manager John Cuthbert in ja telephone interview from his Nelson office. However, Cuthbert declined to say how much money is involved. He said the forest service is conducting an . internal investigation of the “general running” of the Arrow Lakes District Office. “Phere may be other persons in volved,” he said. Cuthbert refused to disclose details of why the two senior forest service employees were fired. Both had worked for the forest service for nearly 30 years. Allin, 53, of Nelson and Bellmond, also 58, of Salmio, came to the Arrow Lakes office in 1979, Cuthbert said. Cuthbert said he could not give fur. ther details because “there may be appeal proceedings.” “I think it will have to come out eventually, but not at the moment.” However,, he noted: “We believe we have more than sufficient grounds for termination.” A former forest service employee who asked to remain unnamed said thousands of dollars over several years is involved. Cuthbert said the forest service had an audit of its records. He said audits are carried out “periodically on a spot basis,” but would not say if the recent CASTLEGAR AIRPORT ¢ ” i) W By ADRIAN CHAMBERLAIN Staff Writer Management of the Castlegar Air port will likely be taken over by a new company, Pacific Building Mainten. ance, according to Transport Canada. Pacific Building Maintenance, a Richmond-based company, submitted the lowest bid on a tender to provide management services for a three-year contract. Pacific Building Maintenance under- bid three other competitors, including the present management, ADGA Sys- tems, a Transport Canada official said Thursday. The bids were: Pacific Building Maintenace — $1,894,000, Best Clean ers and Contractors — $1,975,670, Car. rier Canada — $1,979,808, and ADGA Systems — $1,994,000. The final bids have been sent to Ottawa for an official decision, which will be made public next month, said contracting officer Ilona Hill. But expected that the federal n will be a formality giving final recognition to the Pacific Building Maintenance bid, she added. Except for ADGA Systems — an Ot- tawa-based company — all the tenders came from companies in the Vancouver area. Hill said the management services will remain the same, in accordance with government regulations. “Chances are that some of the em- ployees will remain — airport manager and so forth,” added Hill. Randy Grant, sub-unit chairman of the local International Brotherhood of Electrical Workers, which covers nine workers and the manager at the air- port, said it’s premature to comment on what effect the takeover would have on the workers. “As for terms of employment (the new management) doesn't have to keep anyone here,” said Grant. Grant said “ideally” those working at the airport would be retained. But this managemen: A letter dated Jan, 11 to Castlegar city council from Minister Lloyd Axworthy says new manage anagemen But Grant said if new management offers a lower wage than ADGA's, some workers “wouldn't be able to accept” it. No one has yet approached the workers at the airport to ask them to stay on, said Grant. He said a‘ public announcement re- garding the takeover should be made by May 7. Airport manager John Michelson said ADGA's five-year contract ends in audit at the Arrow Lakes office was a “spot” audit or requested ‘Asked how long the internal inves. tigation will take, Cuthbert replied it will be some time before results are known because field work is involved and some forestry areas that must be checked are coveréd with snow now. Meanwhile, Nelson RCMP are also investigating the Arrow Lakes District office to determine if criminal charges should be laid. RCMP Sgt. Eli Tetrault of the Gen. eral Investigation Section, said in an interview that the investigation does not nécessarily focus on Bellmond and Allin. He said the RCMP received an in dependent complaint and are inves. tigating it. He confirmed that police removed files from the office for examination. continued on page A2 t change? June. It was originally scheduled to finish April 21, but was extended two weeks. Grant, a firefighter with the airport, expressed frustration with the federal government's practice of sub-contract ing out the management of the Castle gar Airport. “For any employee . . . for his life- style to be changed every three to five years is going to be hard on him, he said. “It makes for difficult times.” Keenleyside may be delayed two years By CasNews Staff B.C. Hydro's Keenleyside-Murphy Creek dam project could-be delayed another two years, as a result of a cut in expenditures by the Crown corpor: ation. Hydro's system plan expenditures for the next 10 years have been cut by which appears to have been lost. But Mykes said there is the possibil- ity of moving the projects ahead if there is a increase in economic development in terms of industrial de- velopment, if there is a greater demand for power, or if there are increased erred to the Us 8. two-thirds from last year, in pe to changing provincial energy needs. B.C. Hydro has taken a new ap proach to electric load forecasting and planning as a result of greater rec ognition of eegnomic uncertainty in the future and increased need for flex ibility in plans for new sources and electric energy. Hydro spokesman Bill Mykes said if Hydro’s situation continues as it is, start-up dates of the Keenleyside- Murphy project will be deferred by two years, from 1992 to 1994 for the gener- ation addition to the existing Keen- leyside dam and from 1993 to 1996 for the proposed Murphy Creek dam. Construction dates of the projects will also be delayed by two years, meaning, the construction start-up of the Keenleyside> project would be moved to 1987 from 1985. The Murphy dam construction date will also be deferred by two years. Gary Maloney, chairman of the Castlegar Economie Development Committee, had no reaction to the deferral. “My feelings are the same as al- ways,” he said. “We will have to keep grinding away.” The committee was pushing for an earlier start-up date at Keenleyside, but Maloney admits, “I don’t think we'll get it. It will be quite a while.” The committee had also made an appeal for a $3 million works grant recovery, Riie has adopted a planning range for an annual electrical growth forecast of between 3.1 and 4.7 per cent over the next 10 years with the probable figure expected to be 3.9 per cent, the company said in a prepared release. After completion of the Revelstoke dam project this year, no major new generation facilities are planned to come into service over the next decade. This means that tgotal expenditures on fixed assets have been cut from last year's planned figure of $12.8 billion for the period 1983 to 1998 to $4 billion for the period 1984 to 1994. “The reduction in forecast expen- ditures is due to the overall reduced load forecast and a change in our gen- eration planning criteria,” said Hydro president Norman Olsen. “This change permits us to plan{ traditional, firm el resources for a demand level lower than the probable forecast and to make up the difference with less-firm, more flexible resources,” he said. “In the short term, that is over the next three years, our emphasis will be on restraint and completion of com- titted projects, but we must also be in
