cs ' Castlegak News _ tats. NOVA SCOTIA FREIGHT CAR PLANT SILENT TRENTON, N.S. (CP) — The ker-whump,’ ker- whump of the axle fotge at the Trenton Car Works is the very heartbeat of this steelworking town. In good times, the thudding rhythm echoes through the town and vibrates in the ground beneath it — children climb into bed feeling a faint tingle in their toes that tells them daddy has work, and all is well. But Trenton's heart beats rarely these days. A town that grew up oh boom-and-bust cycles — except for a long stretch of prosperity, through the 1960s and 1970s — has been plunged into its toughest times in memory. Trenton's 3,000 residents are faced with 40 per cent unemployment. Canada’s only railway axle forge is part of the rambling Hawker Siddeley freight-car factory that i this town 160 northeast of Halifax. Trenton claims to be the birthplace of Canada's steel industry. Started as a forge in’ 1872, the plant grew into Canada’s first steel maker in1883 but shut down the steel furnaces in 1904 and switched to heavy forgings. Now it's a network of forges, shears and assembly lines that hammer, weld and rivet raw steel into freight cars of every type, then gives them three coats of paint at an adjacent paint factory. RIVALS SIZE It's a big operation. The L-shaped complex of faded, white sheds covers nine hectares of floor space. Walking from end to end is a 1.6-kilometre hike. Its size rivals even the big Sydney Steel Corp. mill, 260 kilometres to the east. After the good times of the '60s and "70s, the bottom fell out in the early 1980s when U.S. entrepreneurs seized on an American tax credit for leasing rail cars. They ordered a glut of cars from American factories, which they then leased to the railways at low rates, taking their profits from the tax writeoffs. It became cheaper for railways, including Canada's, to rent American-made rail cars than to buy them from Canadian manufacturers. In 1980, the Trenton works made over 3,100 cars and employed about 2,000 people. Last year, it made only about 300 narrow-gauge cars for Third World countries that bought them with money provided by the Canadian Export Development Corp. The factory stayed open only a few months making these few cars and then shut down, reducing the work force to under 100. Canada’s other rail-car factories fared no better. The Marine Industries Ltd. shipyard in Sorel, Que., shut down its rail-car division, leaving only the National round axles! ‘ ‘Those orders dried up in 1986, and the heartheat was silenced.» y pits In Derrick Brown's kitchen, the sound was the shik-shik of @ miniature cigarette-making machine and not the distant rumblings of the axle forge. “This 1s.a product or unemployment, too,” said the punch-press operator, “I always keep & can of tobaceo around for the hard times.” Brown, in his 30s, has 16 years’ seniority but figures his layoffs have outnumbered his working time by a two-to-one margin over the last six years. Still, with his wife's salary as a store clerk and his unemployment insurance they were comfortable and their four-year-old daughter properly cared for. Now his wife is being laid off and Brown worries about keeping up his $415-a-month house payments and having enough left over to heat the old two-storey home he bought six years ago: When he was working, he earned about $350 a week. He gets a little more than $800 a month from unemployment benefits. MADE CHANGES But he adjusts. He gives up tailor-made cigarettes, burns more wood and less oil, and wishes for a night on the town. He passes the time tinkering with old snowmobiles in his garage. He could, perhaps, get another job outside town but he’s stuck like glue to ‘Trenton and says he won't leave. “['ve lived in Trenton all my life,” he says. “I like it here. I'm not going to relocate.” For Stan Vachal, being laid off last year took some getting used to because his 35 years’ seniority and his job in the axle forge usually ‘protected him from unemployment. “It's been 22 to 24 years since I've been laid off, so now after 35 years it’s different and it's really hard.” Vachal, too, gets by. He's 55 years old and his four children are grown and self-supporting, although one son still lives at home. He has unemployment insurance, his house is paid for and he-was able to predict when the layoffs would come. He stays active as a town councillor. It’s a matter of getting used to living as he did in his younger years at the plant, in the 1950s, when he was laid off regularly. “Personally, I've always tried to live with what I knew I had coming,” he said. “I knew what the plant was like, so I could survive on that. “We may be down a little, but we're not out.” The United Steelworkers Union has been lobbying for five years to persuade Ottawa to stop Americans from dumping surplus rail cars on the Canadian market.
