During the year there wis one commitment for every 76 of the pop- ulation. In other words, the percentage of the committals bas doubled during the last 50 years, while the increase ia the p is icant. In Glasgow, with # population of. 725,000, about 19,000 persons were taken into custody in 1898 for drunkenness, 21,000 for breach of the peace and petty assaulte, in which 90 per cent of the offenders were under the influence of liquor.
