Certainly they have had the chance to come to the planning com- mittee, and they've succeeded ‘in demoralizing the planning director, which I don’t think they had a right to do.” The Nelson director point- ed out that Castlegar repre- sentatives last year pushed for early formulation of planning policies “and now Castlegar seems to be wanting to stall the selting of those policies.” Neville drew sharp criti- cism. from Moore with his suggestions that the city was already taking advantage of the regional planning service. The Castlegar director re- minded him that the city funds the regional planning function “rather handsomely” and should ~ get “something back for the money we're putting in." “It is my understanding that we've used the regional district planner for the things that pertain not only to the city but to the region,” Moore told Neville. “I think if you're sug: gesting for a minute that we extensively use the regional planning department for detail- ed municipal planning you are making a very unfounded charge.” Neville challenged Moore's statement that the RDCK could not: undertake the municipal planning function without let- ters patent. amendment for - which it would require the city's agreement, saying Castle- gar could not opt out of the function without board appro- val. 5 : Asked . for clarification, RDCK administrator Reid Hen- derson pointed out the motion under consideration called only for the hiring of a planner to do “municipal planning. “I must reiterate that if you, adopt by resolution a philosophy that you're going to involve the City of Castlegar into a municipal planning func- tion which we do not wish, which we do not want to fund, I can only caution you to be pre- of Grand Forks, Mrs. Jack (Shirley) Thomas, of Meadow ° | RO U N D : STEAKS CANADA GRADE.
