HIS COURSE WAS DESPOTIC Severe Arraignment by the Provincial Rights Association—A Series of Unconstitutional Acts Beginning with the Dismissal of Turn- or and Bading with Martin. i The memorial of the Provincial Rights association, which was pre- sented to parliament, appears to have been instrumental in calling attention to the methods of Lieu- tenant-Governor McInnes and in causing pressure to be brought to bear on him to dissolve the legisla- ture and call an election, The mem- orial was signed by the council of the association and by a number of others. The memorial gives as the orig- inal cause of the organization the unconstitutional dismissal of the Turner government in 1898 ard re- cites the illegal acts of the governor in summoning Mr. Beaven, in inter- fering in the choice of ministers by Mr. Semlin and in going to the house to assent to bills seating members whose seats were contested in the courts. It declares that ‘‘in the comparatively short period of | T 18 months he has dismissed two governments and created one, and is now assisting in the creation of a pronounced personal cabal, a fiat administration worthy of the days of Sir Charles Metcalf.” It then proceed “For these offenses and for trampling on the rights.and privi- leges of the representatives of the people, the provincial legislature, the said Thomas R. McInnes is now coram populo: “1, For having dismissed the Turner government without just cause. “2, For having by such dismis- sal kept the province without any government for one week, except what he had in a despotic way ar- rogated to himself. “3. For having at that time ig- nored the entire legislature and for having called on a gentleman who was not at the time a member of the legistature, but who, after one week's attempt, was compelled to surrender his commission, the mem- bers of the house at the time hav- ing refused to enter the proposed fiat cabinet. § “4, For having only consented ‘to call upon the legislature when the by-ways refused to countenance his unwarranted course, which com- pelled him to call on the acknowl- edged leader of the opposition, Gharles A. Semlin, and for having unduly interfered with the privileges of the house by not selecting through its leader the proposed memters of the cabinet. "5. For taking the part of the late Sir Charles Metcalf throughout, and for now bringing on chaos and confusion worse confounded, not. so much tor dismissing the Semlin government. which was more or less of his own creation, ‘but for re- fusing to recognize the decision of the present legislature when it had come to an arrangement to carry on the business of the house. Even if the message to that effect had to be delivered by a dismissed minis- ter, he was still not only a member of the house but the special representative of a majority accord- ing to agreement. “6, For having again kept the country without government, ex- cept that which was personified in his own despotic determination, his ownaundue interference as he had done before, and for selecting a man of questionable public reputa- tion, Joseph Martin, to be his chief adviser, and ignoring men of un- questioned integrity, thus making the farce of responsible government complete. “7, In having given the said Jeseph Martin a latitude of purpose that would be indefensible even were the commission ertrusted to ‘men of unquestioned ability ‘and honor,’ and for having brought con- stitutional government in this prov- ince intu scorn and contempt.” After further severely condemn- ing the governor's acts, the mem- orial asks for an investigation. of his conduct, that, pending such in- vestigation, he be suspended and an administrator appointed and that, if his conduct be found inde- fensible, he be removed from office. Victoria, April 12.—Hon. Smith Curtis announces this morning that he will run for Rossland. Mr._Curtis announces a radical change in the mining policy of the Martin government. Henceforth no applications for miners’ licenses from American companies, who in- corporate under the provincial laws, will be refused. The government was given this power by the alien exclusion act,but the Semlin admin- istration always refused, as such action defeated the purpose of the amendment to the placer mining act. This will not apply to individ- ual miners, the government having no:such power in their case. ~ Messrs. Shipmont of Fourteen Tons Nets Over 81800, Returns have just been received by the Zala Consolidated company trom a small shipment of slightly less than 14 tons recently sent to the Trail smelter. It seems that some people are questioning the date of Easter in this centurial year, when everything seems to be askew. ‘The prayer book says that Easter is the Sunday following the first full moon after March 21. and that, if the full moon is on a Sunday, then Easter is the Sunday following. It happens this year that the moon is first at its full after March 21 just after 1 o'clock on Sunday morning, April 15, and, consequently, itis contend- ed that Easter cannot be the 15th, but the 22nd. of April. However, the full moon referred to in -the prayer book is not the actual full moon, but a fictitious and statutory full moon, sometimes called the ecclesiastical full moon. Somé fictitious moon is necessary, other- wise Easter might have to be kept on different Sundays in different parts of-the world. IF 18 SUSPICIOUS. ‘This Morning. While no evidence is at hand, it is thought that the fire which des- troyed a shack on LeRoi avenue, at an early hour this morning, was of incendiary origin. The premises belonged to George Owen, who simply states that a certain 'party had threatened to get even with him. It was almost miraculous that ‘Fred St. Pierre, who was asleep in the opposite end of the shack from which the fire originated, [escaped death. He was awakened by the kicking and neighing of the horse and just got up in time to get it out. When he again tried to en- ter, everything was in flames.
