much to lose with secret report

Kirk Duff wants the city to come
clean.

The Castlegar councillor says the city
must release a 1990 Price Waterhouse
study if it expects to maintain any in-
tegrity.

“We've been working very hard in the
last couple of years to establish our cred-
ibility and we can’t risk that,” Duff said
Thursday.

Duff called the 35-page document
which cost taxpayers $24,000 “a blue
print for city operations.” He said it re-
viewed council procedure, city planning
and staff efficiency.

“I've read through the report and I
see no problem with releasing a good
portion of it,” Duff said, adding that he
only became aware of the study in May.
“Reading through it, I don’t see what the
big deal is.”

Duff said the report was commis-
sioned by the council of the day “because
things weren’t working.”

He said:the report helped focus the
city’s attention on specific issues, allow-
ing it to get the most out of its tax dol-
lars.

Duff would not comment on the
specifics of the report. Instead he said it
was an honest evaluation of the city up
to 1990.

“(The report) is very to the point. It
pulled no punches and got right to the
guts of the matter,” he said.

“Basically, it puts into words what a
lot of people have been saying about the
way our city was run for a number of
years.”

Duff said he’ll ask council to review
the document during its Aug. 5 in cam-
era session. He said he hopes council
agrees to release the Price Waterhouse
report at its public session two weeks
later.

“We’ve got a lot to lose if we don't re-
lease it,” said Duff, pointing to the Oct.
17 referendum on Castlegar’s new
RCMP building.

“I don’t want anything to screw up
that referendum. If we screw that up,
we have the right to be kicked out.”
