charges

PRINCE RUPERT (CP) —
The department of fisheries
and oceans has decided
against laying charges
against Westar Timber Ltd.
in connection with an in-
cident last month where
leaking mill effluent was di-
verted into a nearby basin.

“We figured that the im-
pact on the local habitat was
of short duration, that ef-
fluent being diverted into the
lagoon wasn't serious enough
to constitute a charge,” said
department biologist Dave
Knapton.

Provincial agencies are
still investigating the inci-
dent, however.

Problems arose Jan. 10
when an effluent pipe col-
lapsed at the Watson Island
pulp mill. Effluent that nor-
mally ‘flows into Porpoise
Harbor was diverted through
an overflow pipe into a lag-

Wainwright Basin, not far
from salt-water Porpose Har.

“We weren't happy to see
it (the leak),” said Knapton.
“But we decided it didn't
warrant charges being laid.”

gesture this week, the Koot.
enay Doukhobor Historical
Society was the recipient of a
$100 gift from India.

The gift was sent by Lt. pore,

Y.K.B. Suri leader of the
Indian cadets of the Canada
World Youth Group, who
with their Canadian counter-
parts spent three months as
guests of Castlegar about a
year ago.

In a warm letter to his first
hosts, Col. Suri recalls a
commitment made on the
stage of the Brilliant meeting
hall to encourage mutual and
universal brotherhood.

The money — a donation
by himself and some of his
cadets — is directed to the
rebuilding of the Doukhobor
Village, destroyed last fall by
arson.

The colonel, a career sol-
dier in the Indian Army and a
veteran of the India-Pakistan
war, was promoted from ma-
jor to lieutenant-colonel on
his return to India and posted
to Delhi, the capital city. At
the time of writing he had
just received a new posting
to Calcutta in eastern India.

In his letter he thanks all
the citizens of Castlegar for
their warm hospitality to him
and his cadets, and makes
special mention of John Voy
kin, his wife, and the multi-
cultural society, Mayor Aud.

Report says
reduce elk

VANCOUVER (CP) — The
elk population in the East
Kootenay should be reduced
and farmers compensated for
crop losses caused by the
animals, says a report pre-
pared for the Environment
Ministry.

Consultant Gary Bowden
said hunting should be tar-
geted on a resident popula
tion of 450 to 600 Rocky
Mountain elk that remain at
lower elevations year-round
and cause most of the prob-
lems.

He recommended no speci-
fie action against 24,000 mi-
gratory elk that head for
higher elevations in spring
and summe:

more resident elk, along with
white-tailed deer where nec
essary, will not solve all of

the farmers’ problems. In
cases where crop losses con-
tinue, the ministry should
compensate farmers.

He said one possibility is to
charge elk hunters a special
tax to cover the cost of crop
damage caused by elk. But he
said this should apply only to
the East Kootenay and warn-
