Castlegar homeowners will pay an
average of $12 more on their paar tax
bill this year after
Tuesday approved a budget flmemosd
$3.78 million.

The 1986 budget is up some $62,000
from last year’s figure, or about 1.6 per
cent.

Ald. Albert Calderbank, chairman of
the administration and finance commit-
tee, called the budget “quite reason-
able.”

“I feel that this system and this
method . . . will provide us with res-
pectable services,” Calderbank said.

Ootischenia residents want to be left
alone to their quiet, rural lifestyle.

That was the message that came
through loud and clear at a public
hearing attended by more than 100
people Tuesday night in the Ootis-
chenia Community Hall.

The hearing was held to consider an
application by CETAC Developments
Ltd. of Castlegar to rezone 6.16 acres
on Highway 3 in Ootischenia: The
company plans to construct a water-
slide theme park.

The proposed developmem would
include a waterslide, mini-golf, recrea-
tional vehicle park, restaurant, motel,
service station and convenience. gro
cery store, health spa and fitness
centre, rental of recreational equip-
ment and a laundromat.

A hearing was also held to amend the
Castlegar Fringe Settlement Plan to
allow for local retail commercial and
tourist accommodation facilities com
patible with the Ootischenia com
munity

If the bylaw proceeds to third
reading the amendment would apply to
the whole Ootischenia Special Study
area. But any other proposal for tourist
accommodations would still have to go
through the rezoning procedure.

CETAC presented letters of sup
port for the development but that
didn't seem to sway any of the
residents opposed to the plan

As Ootischenia resident Bill Kon
kin put it: “We want to be left alone.”

The letters of support came from the
Castlegar and District Development
Board, Castlegar Downtown Business
Association, Trail Chamber of Com
merce, Adastra Aviation, CKQR Radio,
Kootenay Country Tourist Association,
National Exhibition Centre, Castlegar
Chamber of Commerce, Selkirk Lions
Club and the Doukhobor Historical
Society

But one man asked to ‘have the
information stricken from the record
because he said letters of support
coming from organizations located in
such places as Castlegar are irrelevant
to Ootischenia.

said a project like CETAC is a good
start, adding it will be an advantage for
many young people who can't find jobs.

One Castlegar woman remarked that
a waterslide theme park is “a perfect
opportunity” to take children and
grandchildren.

$63,400 from the 1985 tax levy of $2.14
million, or about three per cent.

‘The remainder of budget revenue is
raised by, among other things, front-
age and utility taxes, grants in lieu of
taxes and provincial government
grants.

‘The 1986 tax rate will be 7.1793 per
$1,000 of taxable value, compared to
6.9494 in 1985.

The owner of a home assessed at
$55,000 will pay $394.86 this year
(multiply 7.7193 x 55) compared to
$382.22 in 1985 — or about $12 more.

taxes on a home assessed at $100,000
will be about $718 this year compared
to $695 in 1985 — an increase of $23.

But north end homeowners will get a
break on their tax bill thanks to a drop
in their sewer taxes.

Taxes for the north end sewer
system totalled some $43,000 last year.
But this year the city will only collect
$28,000 for the north end sewer system
— a decrease of more than $15,000 or
about 35 per cent.

The decrease will be reflected in the
city tax notice. Mayor Audrey Moore
said the average hameowner in the
north end should only pay about $7

instead of $12.

South end homeowners don't receive
the same break because taxes for the
south end sewer system are collected
separately. And those taxes only
dropped slightly — by $500 — this
year, from $130,500 to $130,000.

Moore also pointed out that the city
has not shifted the tax burden. The
percentage of city taxes paid by the
various property classes, such as resi
dential, commercial and industrial, will
remain the same as last year.
