The program to build the homes, which follow strict requirements for insulation, air flow; and efficient heating systems, came from a government initiative to conserve energy in the carly 1980s. Heavy in- volvement from the federal ministry of natural resources helped it take off in Western Canada and Toronto. But it has gone largely unnoticed in most cities.
