TURNER GOVERNMENT WITH THE PEOPLE, At the present seasion of the provincial legislature Stoddart, of Lillooet, boldly proposed that the dominion government be asked to place an-export duty on ore. This proposition was opposed by the government, both Premier Turner, and Col. Baker speaking against it. They announced the policy of the government on this question to be that such a duty would cripple the mining industry and they were utterly Gpposed to such a policy. The mining industry mast be fos- tered and no impediments to its growth thrown in the way. This policy may not please certain cap- without undue restrictions to resist [that development. Since last session mining, in {he Kootenay country especially, has prospered as’ it never did befure, mineral has been discovered in other districts all over the province, and ageneral cry of “more rail- ways’’ has been raised, except from those favored localities already po- g them. ly when the government i in the speech from the throne at the opening of this = session announced a railway policy to provide transportation facilities to develop the mining wealth of the province, it met with general approval, and those who were ready to criticise have withheld their judgment until that policy may be definitely known. equal to the occasion. ~ THe BOARD OF TRADE. Several important matters of business will come up before the board of trade at its meeting this evening. The election-of the council, the adoption of the by-laws and the completion of organization will be the first business. ‘W. A. Campbell has a motion to put t the board which is to invite the association of railroad con- ductors of the United States and ‘italists who are i ted in smel- ters in British Columbia but it is directly in line with the views of| the miners and owuers of mines, who compose the vast majority of the people who would be affected by such legislation. The solution?%of the smelter question is to be found in a liberal and wise railway policy. When the Crow’s Nest Pass railway is constructed and coke can be broughé into the Kovtenay district cheaply, this question will natur- ally disappear and smelting will be done on this sidv of the line as on the other side. RAILWAY FaGiliTiEs- No doubt an era of great railway construction is about to be inaugu- rated in the Kootenays. A broad guage line from Trail to Robson is now being constructed, and itis understvod that the Co- lumbia and Western railway will be made a broad guage this spring. The C. P. KR, are making exten- sive improvements in the ratlway and steamship service between Trailand Arrowhead and Kaslo, Nelson, Robson, Sandon and Na- kusp, since they have bought out the ively small p who controlied the traffic of the Slocan and Trail creek districts. C4 daily Passenger service will be land and Revelstoke by April 1, that will enable passengers to reach Van- couver from Rossland in 36 hours. The rate on the ‘branch lines tlirough the Slocan have been re- duced, as have also the rates for steamboat passage. Three steam- ships will ply. the Columbia be- tween Robson and Arrowhead. The construction of the Crow’s Nest Pass railway from Lethbridge to Rossland will uo doubt be begun 8 soon as spring opens and pushed “to completion’ with all possibl eos to pay a Visit to Rossland. * t of a delegati to ee “after Rossland’s interests No doubt the government will be ry ORGHERN PACIFIC RY. To the Editor of the Eventne Recorp: Dear Sir:—Kindly allow me space in your valuable journal to return my most sincere thanks to the cilizeus of Rossland who paid such a respectful tribute to the memory of my beloved aon, John A. Lynch, whose untimely death on the 20th ult., was as sad ae it was unexpected. In the midst of my grief it was consoling to learn through the medium of the press of Rossland that although far from home and kiudred my dear boy had kind friends around him in the last moments of his life and tenderhands to lay him in his last resting place. I assure ygy kin.! sir, that words are inadequate Bisprose my feelings on this very sad occasion and I can: only say that my gratitude to the press and the people of Rossland will cease only with my existence, Yours very sincerely, Deuia M, Lyncu. This is clearly the conclusion to be arrived at after sizing up the re- sults ofthe opening week of the provincial legislature. There Cannot Be ‘Any Great Reduc- tion iu the Cost of Smelting. Whilst in Toronto lust week A. F. Heinze, of the Trail Smelting and.Re- finery y to a Globe rep ttive stated that the mining pros- pects in British Columbia were ex- veedingly hopeful, Up to the present the smelter at Trail ‘has. treated ore from seven mines—the Le Roi, War Eagle. Josie, Iron Mask, Crown Point, Evening Star, and Kootenay and. Columbia. Quantities have of course varied: greatly, the greatest output being from. 100 to 126 tons a day, re. ceived from the LeRoi. This, from his knowledge of mining affairs, he considers a very good showiug for a’ mining camp. Inthe Slocatr region he undeératood there are trom 30 to 40 shipping mines, but the output Leare large-bodies of lead, and.is not-treated in Canada, At present there is a duty imposed by: the United States of three- fourths of acent on: lead in:ore and a cent'on refined lead. - Mr, Heinze has had plans prepared for the erection of a refining plant in British ‘Columbia, done in this diréction: “At present he The men will com- mence the work today, ‘The shaft ‘is already down 25 feet in ore, Assa; as high as $20 in n gold have been ob- tained. pices ea REAL ESTATE SALES. Robson westward, to on-Lake:Ok = dis- tance of 180 miles.“ This will open up a district abounding in ore of about the same grade ae the Ross- land ore, the average surface indica- tions being better; if anything; While he has. confidence in the future .of British Columbia, Mr. Heinze thinks mucly evil will be done by those who are basing unreasonable expectations -upon the hope of materially reducing the coat of smelt- ing. He points out that in Montana, | where the Anaconda smelter treats 4,000 tons a day, the coat:has only been reduced to $8 a ton, and argues that for some time all the facilities that can be eecured: will not permit of a reduction below.$10 a ton. On this point he was very ~emphatic, as his business is one that, has required the outlay of an immense sum of money, and whose “utility may be materially hampered: by reaxon of public confidence + being shaken through the wanton promises of men who haveno stake whatever in’ the country more than to take up claims that contain ~ no more gold ~ than ~ ‘equal spaces . of land near Toronto’ might: On the whole, however, he was confident that the future of the. province - would be one of grea” prosperity.
