Cook Last year in Dallas, Texas drinking water sold for more than the cost of gasoline. Crude oil was sold in Texas for $0.07 a gallon while drinking water sold for.$0.60 a gallon or nearly sev- en times as much. In New York the water shortage was so acute people were fined for leaking taps. New Jersey communities just as critical. People asked if the bath they took was necessary. Twenty years ago the aver- age person used about 128 gallons a day. Present day average per person is about 148 gallons per day. And to this Industrial and Farm uses’and you come up with 1,200 gallons every day for every man, woman and child. It takes 85,000 gallons to make a ton of finished steel; 50,000 gallons to produce a ton of paper;. 7,500 gallons to grow a bushel of owheat; 5 gallons to process a gal- Ton of milk. ‘The sad sfde shows up when you know that only 27 per cent of the rain that falls in17 West- ern States is used and the re- mainder is left to return un- "| used to the sea. “In the Eastern, States only 8 per cent of the available water is used and the staggering a- mount of 825 billion gallons re- turns to the sea each day. ‘The seriousness becomes our depleting supply. By 1975 it has been estim- ated that there will be 225,000,- 000 people in North America and over 500,000,000 gallons will be needed each day. This is an in- erease of enough water to sat- isfy the daily needs of more than 145 cities the size of New York. | bestos It has been predicted that fresh water will be transported across the country the same way we now transport gas'and oil in pipe lines, ‘We are most fortunate in the Kootenays to have an almost un- limited source of fresh water in our Lakes,. Rivers and Creeks. Our only problem is pumping and‘ our own distribution. For-. tunately here in Castlegar we are close to the end of elimin- ating the latter. We have only some 4,000 feet of mains left to ‘This year a By-Law was pas- sed to lay some 23,000 feet of 8 and 4 inch transite mains at a cost of $110,000,000 with some 2| ; inch galvanized. ‘When this By- Law is completed we will have a complete new system, Com- pletely Transite (a cement as- ) some. 6,400 feet of 2 inch galvanized and a Proposed 150,000 gallon reservoir. This perhaps wil! be of cement and steel, We will not have: ‘any y wood stave in use and the system be- ing laid under this last By-Law will all be installed ‘at a depth of not less than 4%. feet to top of pipe, We will have more hy- drants,. atid less stand pipes, glv- ing you greater protection than we have had in the past. These facts are presented to glve you a greater and clearer of: your water sy- install and our ir to fine ish and we will then be able to serve a population far in ex- cess of our present, one, * As some would like to know exactly, how our Water Depart- ment stands financially we. pre- sent this report with a brief his- tory. On January 10, 1949 the old Castlegar Water Works was pur- chased, under, By-Law .No. 26. Cost, . $22,000.00. Balance ‘owing $4,800.. Rates at that time were $2.00 per consumer. In order to meet the de- mands of a growing commun- ity on May 15, 1950, By-Law No. stem‘ and reasons why it is an absolute necessity that rates must be"iIncresed at least’ $0.50 across the board, We as citizens must have water in order to live, to have water we must pay for it. And.to put our Water Depset- anent on its. feet. we must In- crease the rates next year, 34 was passed to lay some-20 or more thousand feet of 8-6-4.inch of population and a like increase| transite mains. These were laid in consumption and use. But not] at a cost of $60,000.00, Rates were a like increase in effort to solve | $2.60 per consumer..
