Victoria, March 18—Ex-speaker Hig gihs brought up the subject of Corbin’s application for a railway charter at Ot- tawa, to run into the Boundary country, claiming that British Columbia had fall control over her lands, and that any charter for a railway in British Colum- bia must come before this legislature, The impression brought out by the discnssion was that the dominion could grant chartera of roada that were de- clared to be for the general advantage of the dominion, but in that case the ap-- propriated lands for the rosd had to be paid for, the province having full con- trol of its lands, been sold to an American company for $200,000, of which amount ten per cent was paid im cash and the balance is to be paid within thirty days.
