With one lane closed on a two- lane road, and juate traffic control, motorists twiddled their while waiting for traffic, which was backed up from south of A & W to the old arena, to start moving, And if motorists were angry, Castlegar Public Works Superin- tendent Barry Comin was also angry. at Pineridge Paving, the contractors responsible for the mess. Comin said the contractors were repairing a “deficit associat- ed with that development. (Columbia Plaza)”. The deficit, explained Comin occurred when Hegh 5 MeShef- et wit a nna gu pie settling occurred at Columbia Avenue and 15th Street. Settling of ground is common, said Comin, especially when a major road is above it. In anticipation of the settling, the City of Castlegar withheld $10,000 until the deficit Could be repaired. But Comin never expected that the company would choose peak traffic hours to repair the slump. “We were totally surprised when they decided to pull off that stunt. How silly can you get?” Comin said that he was at the Project around noon to advise the contractors that adequate traffic control should be in place and that it was inappropriate to close one lane of Columbia Avenue. “They didn’t comply. I reamed them out. They told us they would comply and they didn't. That's uncalled for.” “Th passing torisidet ‘yenerat deterrents. ‘This if a. case of breath of wast were repeated acts.. he took pavantage of the child in the family situation.” Continued from 2A recoup the power in winter when the Kootenay region needs it. However, Scarlett ultimately believes that any surplus power by WKP could be sold Tight here in B.C. or Alberta. “What we need to do to solve WKP’s problems with surplus utility is to make sure they can sell their power in B.C.,” said Scarlett. Robin Sydall of WKP agrees with Scarlett and the ECA and says it has been WKP’s intention all along to find Canadian buyers for surplus power first. “We would expect to make the surpluses available for people in B.C. and Alberta,” said Sydall. “We would much rather market the power in Canada.” However, Sydall says the export license is very important to WKP. “We want to sell surpluses that occur from time to time, we want to do exchanges, we want to be able to buy power and, lastly, we NEW AT ODYSSEY HAIR DESIGN want to bé able to make emergen- cy transactions,” said Sydall. “Also, we are trying to open up the U.S. for a more competitive climate.” “Basically, we would just like another option,” continued Sydall. “We have gone through Powerex before but we would like another option. We would like to go directly to the U.S.. We're one of the very few utili- ties in Canada who don’t have that privilege.” SUN STAFF PHOTO (Jeff Gabert Traffic was backed up on Columbia Avenue almost one mile last week due to impromptu paving.
