Keeping Up the Quarantine The report on the smallpox quar- antine in this district for the month of May has been torwarded by Dr. Sinclair to Mr. Fisher, the minister of agriculture, ut Ottawa, and he Alderman Dean's Street t Plans Cause a Lively Discussion—Batimates to be Made in Future and Appropriations Not to be Exoosded, After an animated discussion, it was decided by the city council last evening to make the road to the cemetery by day's labor instead ct by contract, under the direct super- vision of the city engineer, who is to hire and discharge men. This course was advocated by Aldermen Hamilton, Mackenzie and Talbot and opposed by Alderman Deary who contended that contract labor was cheaper. | Alderman Hamilton criticized the route selected, saying that the road along Monte Cristo street was un- necessary, that it ran along a street where there were no houses to benefit by it and that access could be had more cheaply by following the present road on Fourth avenue from St. Paul street. He was sup- ported in these views by Alderman Mackenzie. Mayor Goodeve said the city en- gineer had reported the Monte Cristo street line to be cheaper, but when the report was produced, it was found not to cover the point raised, Alderman Mackenzie moved that all street work be stopped on June go, except on Fourth avenue, as the city finances did not permit of any work that was not lutely has r da reply Li ing him on his work. At the mayor’s suggestion, a res- olution was passed that before any uvew work is commenced, it be brought before the council.with an estimate and that not a dollar more than the appropriation be expended.: He urged Alder- man . Dean to prepare an esti~ mate of what work was necessary, with its cost, and to embody it in a money by-law for submission to the council. The city tax-rate was fixed at 20 mills, an increase of four mills, of which 134 mills were made neces- sary by the smallpox outbreak. The city engineer reported the following estimates: Fourteen-foot sidewalk from Spokane to St. Paul street, $625; sewer from Lincoln to Washington street along First ave- nue, $867.80; grading Davis street from Second to Third avenue. $107.
