Firefighters battled three hours to get the blaze under Celgar unsure of status By CLAUDETTE SANDECKI Staff Writer The approval of Celgar Pulp Co.'s expansion plans could be delayed if the provincial government asks the com- Pany to conduct more impact studies after the current environmental and socio-economic impact reports have been assessed by provincial commit tees and public comments considered, mill manager Jim Browne said Friday But Browne said he ‘can’t predict” if more studies will be required since Celgar is the first company’ to go through the major project review process and company officials have nothing with which to compare Celgar's experience. “Someone had to be firs: he said, adding that Celgar officials ‘‘would have been happier’’ if another com- pany had taken the lead The review process documents are still in draft form and are currently being reviewed by provincial and fedefal ministries, said Garry Alexan- . der, a planning officer with the policy and planning branch of the Ministry of Environment which co-chairs the review process steering committee with the Ministry of Regional and Economic Development. The dispute, which began when Cady did not appoint Castlegar Mayor Audrey Moore or Nelson Ald. John Neville to any of the regional district's committees, caused tempers to flare at a board meeting Jan. 13 and threatened to do so again Saturday before all parties agreed to refer the matter to the board's executive and personnel committee which meets Feb. 16. Meanwhile, Cady said he will reconsider committee appointments as a result of two vacancies which have occurred on RDCK committees since the beginning of the month The controversy escalated over the last two weeks after Cady wrote a letter been my observation over the last six years this has not been done without to Castlegar council his decision not to appoint Moore to any of the committees. Some board members said Saturday they took exception to some of Cady's comments in the letter and questioned his authority to act without consulting the board. “This isn’t the first time we've been embarrassed by that," Neville said, referring to other letters Cady has writ tenin the past “I think you should take a lot more consideration of this board before you write these things. We could take out the offensive parts for you."" But other directors were quick to defend Cady’s authority to make the committee appointments and write let- ters on behalf of the board. “The chairman of the board is charged with the responsibility of selecting the committee members," Area K director Bill Cuthill said. careful ation. “‘Lwould be dismayed if every act of the chairman had to be cleared by the board,"’ Cuthill continued. “I have never encountered a situation where the chairman has misrepresented the continued on page A2 the approval process,"’ Browne said However, Celgar ‘‘is attempting to meet requirements as they're firmed up,”’ headded Alexander said the project review Process is an extention of the environ mental assessment Celgar was already working on before the review process came into existence and the company has worked with Environment Ministry representatives in Nelson to keep abreast of what requirements the government expects the company to meet before approval in principle can be granted Celgar was ‘‘fairly well aware of the requirements” for the environmental impact study that has recently been completed and released publicly, he said However, when asked if the could change as the review process is made final, putting Celgar behind again, Alexander said “Theoretically, it could happen.”* continued on page A2 requirements RDCK enters postal fray By CasNews Staff The Regional District of Central Kootenay board Saturday unanimously passed a resolution calling on Canada Post to review the Process of implementing franchise agreements and to stop closing post of fices until present services can be main tained and improved Area J director Ken Wyllie asked the board to consider the resolution as a result of Canada Post's announcement it is attempting to privatize postal ser vice in Robson Part of the board's resolution states it believes ‘*Canada Post Corp. is failing to properly and fully notify postal users of the nature and extent of intended franchise agreements."* continued on poge A2 By CLAUDETTESANDECKI ANDSIMON BIRCH The Robson-Raspberry Ferry Users Ad Hoc Committee has called a public meeting for Feb. 4 at 2 p.m. in the Rob- son Community Hall to inform Rob- son resid@fits of what the committee is doing to try to restore the Castlegar- Robson ferry service following the Provincial government's decision to tow the ferry from its slip at Robson Wednesday morning, committee lawyer Terry Dalton said The committee will also seek the community’s continued support over the issue, Dalton said The ferry, which sat idle for almost two years while the committee tried various means to persuade the provin- cial government to restore the vessel’s funor build a bridge between the communities, was towed up the lake at 3 a.m. Wednesday. The move came just hours after Provincial Secretary Howard Dirks, speaking to Castlegar city council Tuesday night, said the ferry will be put into service at Arrow Park anda suitable site for a bridge will be found The committee’s plans include making the ferry an issue in the next provincial election, Dalton said Other communities with ferries will be told that if the committee loses its Pending court case before the B.C Court of Appeal and if the Social Credit party is returned to power, other inland ferries in B.C. will likely go the way of the Castlegar-Robson ferry, he said ; Key Wyllie, Area J director for the Regional District of Central Kootenay, told the Castlegar News Saturday he was assured by former Highways Minister Neil Vant the ferry wouldn't be moved until the court case was resolved “I felt the assurance of the minister was genuine and that no move would be taken without notice,’' Wyllie said He said Dirks’ comments last week questioning why the minister should have consulted with Robson residents before the ferry was moved were ‘‘un- believeable.”” “It seemed to. me absolutely un- believeable that he would suggest that the people of Robson should be given No notice or opportunity to respond on the intended move when he knew full well the impact we've already ex- Periencedgnd now has been magnified by the (proposed) downgrading of the Postal service and the uncertainty as to when a crossing of the river is to*be made available,’’ Wyllie said. ‘‘I feel it was arrogant, if not deceitful, the way the whole process was undertaken. I certainly found it abhorrent.”* Wyllie said he has not talked to Dirks although the minister did return acall when Wyllie was unavailable Wyllie said he will participate in the public meeting Feb. 4 and will bring the ferry issue up at the next meeting of the regional district board Feb. 17 The committee members believe the Robson-Castlegar ferry was the first ferry to be shut down under the gover nment’s privatization scheme, Dalton said The committee is continuing to Prepare for the appeal, he said, adding he hopes the court date can be set for May or June As well, Dalton said he will look into whether a report by a panel soliciting information on community for seniors has been completed and will be released as promised The ferry committee made a sub: mission to the panel last year in Castlegar, informing the panel mem bers the closure of the ferry has created hardship for seniors in Robson In a letter to Dalton following the Castlegar meeting the panel said it could not make a recommendation on the ferry in its report because the issue is before the courts services Ministry confirms move By CasNews Staff The provincial government has confirmed the Robson ferry has been moved to Shelter Bay $0 kilometres south of Revelstoke on Upper Arrow Lake to undergo a refit prior to being put into service on the Arrow Park route replacing the existing 16-car vessel there The work should be completed by March 31, says a Ministry of Highways news release faxed Friday to the Castlegar News Also in the news release, High ways Minister Rita Johnston an nounces other “improvements to ferry service on the Arrow Lakes."
