That wise old politician, Sir Charles Tupper, has achieved the diplomatic coup of his life by in- suring the members of the Canadian regiment in South Africa. It was a thoughtful act, which in itself de- serves all praise, but asa party move it was a master stroke. The full effect of it can best be apprecia- ted by observing the spasms of anxiety into which it has thrown the anti-Tupper papers over the eastern provinces. The Montreal Herald uses an editorial column every day in at- tempting to belittle Sir Charles’ in- surance plan. With singularly bad taste, the Herald’s main objection is that the policies are not more liberal. Such frivolous objections can only be received with contempt, and Sir Charles Tupper will surely continue to grow in power and in- fluence while such a_ picayunish campaign is kept up. — LOYAL FRENCH-CANADIANS. Replying to the Toronto News the Courier du Canada says: ‘‘The loyalty of the’ French-Canadians to- wards the British crown is over and above the insults of the News. That loyalty was asserted on the battle- fields in 1773 and 1812. It has been written in letters of blood throughout the pages of our history and it is engraved in indelible lines in our political annals. “We are British subjects and are satisfied to be so. We respect and honor our sovereign. We appre- ciate the liberty and franchise en- joyed by us for the past 60 years, under the protection of the British flag. We firmly believe that provi- dence had views of mercy upo1 us when it separated us from France in 1760, thus sparing us many con- sequences of revolutions, mary shocks, many agitations and violent perturbations. " “But how can such a feeling pre- vent us from loving our former mother country, from being proud ofits noble history, from studying its ever-living literature, from cher- ishing its harmonious and vigorous language of our ancestors, and of our mothers? In what is our at- tachment for our national traditions opposed to our allegiance? It would be very stupid on our part to wish for the downfall of the British em- pire. We form part of that empire, - and any calamity sustained by it would be felt here, with its fatal re- sults. The French-Canadians have too much perspicacity not to under- stand that perfectly well.” AMERICAN SYMPATHY. An American journalist now in London seeks in a contribution to the Daily Mail thus to express the feelings of his countrymenand coun- trywomen:— “Alone,” he writes, “‘among the peoples of the world today my coun- trymen are standing by their Brit- ish cousins. We are with you heart and soul. Your success is nearly as dearto us as it is to yourselves. Your misfortunes are our own.” . Instancing “some reasons for this, the writer continues:— “We have followed your precepts throughout because you have been a first-class fighter, a first-class teacher, a first-class governor. Then, toc, you kept the jackals of Bric-a- brac, consisting of Statuettes in Bronze, Bisque, China, Etc; Vases, Water Sets, Etc. No, cousin.” cane As an instance of the appreciation by the English people, referred to above, as voiced in the press, the Globe last night said: — “*We scarcely needed the touch of adversity to teach us who are our friends and who are our foes. In the United States blood has again proved itself thicker than water. The keenest sympathy is showa alike by crowd and press. The interest displayed is almost as great as in their own war with Spain, and the marksmanship of our naval artillery was hailed with a storm of cheering in the streets.” The Standard says:—‘‘It is with the keenest feeling of amity and pleasure that we turn to the press of America, whose tone. is in such striking contrast to that of the large majority of European news- papers. With scarcely a single exception, friendly sympathy has been the keynote to the public opinion throughout the United States.” — Notice.
