That the government anticipates collapse is best evidenced by the efforts it is making to strengthen itself through- out the country, in expectation of an early election, and perhaps the hest proof that it will be overwhelm- ingly defeated in the event of an appeal to the country is the univer- sal discontent with its policy mani- fested in every district of the prov- ince. No one believes that the gov- ernment could do right even if it tried, because its capacity for blun- dering has been demonstrated be- yond doubt. The present government does not now, nor never-did enjoy the confi- dence of the-country, and it only succeeded in getting through the last sessio n by securing the aid of traitors. It is lacking in those co- hesive elements that are essential to the conduct of a government, and tu all intents and purposes is a house divided against itself. Its few re- maining followers have received word to organize for an early elec- tion, and are now endeavoring to carry on the work, with but little prospects of success. As yet the opposition has not moved in the di- rection of organization, which will further strengthen the position of the conservatives who have de- clared for a contest on party lines.
