The tiberal-conservative union has solved the political problem by de- teririning upon the plan of party control, thereby placing the respon- sibility of the provincial government where it belongs. In the course now being pursued it,isa matter of getting into office first and adopting a principle of government afterwards but in the new order of things the public. will not only, have the oppor- tunity of knowing the men for whom they. are voting but the principles of government as well. It will not be simply a matter of the ins and the outs, as at present. . Of course, more or less opposi- tion will be dir-cted against the movement but the province has reached that stage when it can no longer afford to cater to personal ambition. Mr. Cotton, who isa conservative, very naturally op- poses a change, because he wants to hang on to office under all cir- 1 and the admini: or rather lack of administration dur- ing the past few months, is sufficient evidence that personal. differences in the cabinet make it absolutely im- possible to secure a capable. and ef- ficient Administration of public af- fairs, All the other provinces have a party goverament, and until, our provincial affairs are conducted on Party lines we cannat hope for a business-like, progressive and stable administration in keeping with the growth and advance:of British Co- -lumbia. . "” The platform is simple and com- prehensive. Its principles are pre- -sented plainly and frankly without eany-effort to-go behind anything, and it outlines a course which bold- ly, faces the conditions. confronting a. growing province, , It is true that the idea of party lines meets with considerable dissatisfaction, but it, is confined almost wholly to those who have traveled i in the old rut so long that a change in Political, lines would, seriously affect their personal interests. The plan of selecting a capable leader will give conservae tives in every part of the province a voice in the matter so that the de- cision will be practically unanimous. ration. AFFAIRS AT SAMOA, Some apprehension is. felt in of- ficial circles at Washington over t.e condition of affairs prevailing in Samoa. The state department is without complete-advices from Con- sul General Osborne regarding the Situation, but suflicient is known to make the authorities understand that the natives are plotting. It is not believed, however, that there will be a recurrence of the fighting which occurred Jast April, unless there has been a heavy importation of arms, which is expressly forbid- den by the provisions of the Berlin treaty. It will be recalled that when the Badger returned from Samoa she brought in her hold 1500 rifles belonging to the natives. These rifles ate now in the armory at Mare “Island, California Waiting the dis- position of Great Britain, Germany and the United States. ~ All three nations are represented by men of war in Samoan waters, The charge is renewed that Ger. mans in the islands are spreadi Te dissatisfaction . among the n Sy and it would not be surprising if certain of these’men are plotting with | Mataafa, who‘; has rema’ ped in Samoa _ The three have not yet formally adopted the recommendation of the high-joint commission which investigated the Samoan question, nor are negotia- tions looking to this end likely to be set on foot until the return of Secretary Hay to Washington. Along the line of the Columbia & Western, the same conditions exist, and there is a constant call at the big tunnel for additional help. It certainly indi- cates a healthy condition. The latest news out from Dawson is that the exodus from that city to Cape Nome is as keen as ever. Every boat and steamer that can be secured is sent down river with loads of prosy The who arrived a few days ago by. the Vancouver steamer Tees report that the river steamers are being left without crews, so great is the excitement about the new gold]. fields. ‘Se Through increased advertising pitronage the Recorp is today en- abled to present to its readers a six- column paper, and with such in- crease we hope to give an improved hews service. Certainly the man- agement will spare no effort or en- ergy in placing the Recorp in every home in Rossland, thereby convincing the advertiser that he is receiving full value for his outlay. The Dominion government has at last decided to send a military con- tingent to South Africa...
