rz Castlegar News April 9, 1986 McMillan more than likeable guy By ALAN BASS OTTAWA (CP) — Environment Minister Tom MeMillan says he’s more than just a likeable guy with good looks who gives great speeches in praise of clean air and water. But erities and hi aren't so sure. When McMillan replaced Suzanne Blais-Grenier as environment minister seven months ago, his appointment was greeted with praise. McMillan, the environment critic when the Conservatives were in opposition, was regarded by environmentalists as one of their own. i lists still like i but they're not impressed with his government's performance on environ- ‘BODE A representative of the Bank will be in CASTLEGAR on April 16, 1986 to discuss your Business’ Financial and Management needs. Some are questioning whether McMillan has any clout in cabinet or if his job is mostly public relations. “He's made some excellent speeches recently,” said Colin Isaacs, the executive director of Toronto-based Pollution Probe. “(But) with the exception of the progress on acid rain in Canada, we haven't seen much in the way of major new initiatives by this government in the environ mental area. “At some point, maybe towards the end of this year, we and other environmental groups are going to sit down and look at the record. If the (government) can't point to a strong record of achievement, the honeymoon’s going to be over.” PERCEPTION PROBLEM MeMillan admits it’s “the perception the public has that the government just doesn’t take | matters government is not anti-environment,” he said in an interview. “I may have some going to do to convince everyone that it's actually pro-environment.” MeMillan has made strong pronouncements on issues like the dispute over logging in South Moresby and toxic pollution in the St. Clair and Niagara Rivers. He's also come up with a plan to reduce lead in gasoline and has continued to work on a $300 million federal-provincial program to halve industrial emissions that cause acid rain by 1994. But all this hasn't stopped environmentalists from getting restless. McMillan has been accused of muzzling environmental advocates within his department by restricting scientists’ contact with reporters. To make a real mark on improving Canada's Millan must deme clenll prevent his budget from being slashed this year, but couldn't tion. pr clean-up. McMillan says he’s fighting in cabinet to get every extra cent he can, but his effort hasn't impressed Liberal environ- ment eritie and former minister Charles Caccia. “If he’s having a battle at all, he’s losing . . - he's lost it,” Caceia said. MeMillan admits the federal government's record in enforcing environmental laws has never been very good. But, he says, “part of the reason is that the law is just so Either it’s so strong so as not to be workable or seriously. “{ think I've been able to demonstrate that the obstacles. TORONTO (CP) — Tom Holzel says it’s time the world knew for sure who first reached the top of Mount Everest. ‘Books and magazines catering to climbers have long debated whether two Britons, who never returned from their 1924 climb, reached the roof of the world first or whether it was Edmund Hillary, the man given credit for completing the gruelling expedition in 1963. Holzel, 45, a Concord, Mass., businessman, will take an 18-member team from the Chinese side of Mount Everest in August to try to recover the cameras that British climbers George Mallory and Andrew Irvine used when climbing the 8,848-metre mountain in 1924. If he finds them, he plans to develop the frozen, fragile film at 6,400 metres to see whether it carries any 62-year-old images that will settle the controversy. Hillary, 66, joined on the 1953 ascent by Sherpa guide Tenzing Norkay, is among those who revere Mallory and is eagerly awaiting the outcome of Holzel's expedition. “At the moment, we have no real way of knowing whether Mallory made it to the top,” he said in a telephone interview from New Delhi, where he is New Zealand's high commissioner. Four men died during the 1924 assault led by Col. Edward Norton on the world’s highest mountain. On June 8 of that year, Mallory, 37, and Irvine, 22, set off from camp at 8,138 metres. They were seen by Noel Odell, who wrote in The Times of London how the clouds parted to unveil the summit ridge and final peak. Odell said he watched as two “tiny objects” about 640 metres away made their way to the top, but after five minutes the clouds rolled in. The two were never seen again. . Did they reach the top and die on their way down? Or were they defeated by a smooth wall of black, overhanging rock known as the Second Step? Holzel, who has spent 16 years researching the 1924 expedition, believes that once over the Second Step, the veteran climber Mallory sent the less experienced Irvine back down, keeping Irvine's oxygen tanks so he would have enough for the last 250 metres of climbing. Holzel believes Irvine slipped to his death, leaving his ice axe behind — it was found in 1933 — and that Mallory succumbed to fatigue and the intense cold after making the summit. Chinese climbers reported in 1974 seeing a body wearing English clothes. Holzel said in a telephone interview he is looking for ¢gameras, not bodies, and believes metal detectors will edsily pinpoint them on the wind-swept rock face. Hillary said belated acknowledgement of Mallory's feat would not belittle his climb. “Tenzing and I had 33 years of glory out of this. We'd be downgraded a little bit, but we'd still be second and that’s not so bad. “['m inelined to think that the public will still believe that we were the first.” so weak as to constitute a licence to pollute.” “| make no bones about it,” he added. “Environmental law and environmental regulation are a mess.” Thousands do without home mail delivery TORONTO (CP) —When John Fedorko wants to pick up his mail, he has to get into his car, fight the traffic for eight kilometres and hope he can find a parking space near the busy intersection where the post office is located.
