ROSSLAND EVENING RECORD. BY BBR O.ySMITH, Published every day, (except Sunday) and Weekly. \ DAILY: One Year in Advance. olx Months One Month.. One Year, An advence... Bix months, in advance. THURSDAY, MAR. 4, 1897. ‘PROGRESS OF SCIENCE. Gréat strides-are being made in medical science. An extraordinary operation -was performed at the "Lexington Heights hospital at “Buffalo, N. Y., recently and it bids fair to be successful. On January: -1 an.air drumiin the. carbolic works -at Niagara Falls burst, and F. H. Moir. the foreman was badly .in- jured. The tibia, of-his left leg was -shattered, the fracture being an un- usually badone. After examina- tion’ Dr. Wileox saw that the ordin- arymethod of instituting a new growth and proper joining of the bone would not be successful. Ac- .cordingly a piece of sheep’s bone, five inches long, was placed in the tibia, the wound sewed up and the leg.placed in a plaster caat. ‘That. was done three weeks ago, - Dr. Wilcox says that the operation had apparently: been:a success and that the joining of the natural bone and that ofthe sheep had been all that was hoped for. It will be three months, however, before Mr. Moir’s leg will be considered a se- cure one. The supreme court of the state the one under discussion were paseed Rogslund would not be able to float ao single company, Dr. Sinclair made a lengthy addre-s in opposition to the act on the ground that the people most deeply intcr- ested in.suchalaw werd not con- sulted, He said that British Colum- bia being a mineral province it is the business of the prospectors, miners and business men of Rossland to pro- test against such legislation. He said he had no desire to censure, the minea or such works as may be nece: sary in connection therewith. 2. That-the precedent afforded by the Ontario legislature might be fol- lowed with advantage inasmuch asthe people of this province: have. to ;com- plete with Ontario for capital~ for similar objects. 8. He was greeted with applause, He said that besides work-| ing for the passage .of the incorpora- tion bill he had also interviewed the government concerning the new com- panies act and impressed upon them the objections to the bill, particularly the ten per cent tax which is required as a deposit. “I said to Colonel Baker, minister of mines, Attorney-General Eberts and the Premier that if that clause was insisted on, the mining in- terests of the entire province would be ruined. If that clause had been in ex. istence heretofore Rossland. would not be here today ; not one mine of such re- fractory ore as we have here would be developed today. In these mining bills the law should let the poor man have a chance along with the capitals ist. I said to the government that the people of Rossland are quite satisfied with the law as it is today. The minister of mines said to me: ‘We are not at all wedded to this clause,’ which is saying a great deal. when coming from a minister of the crown. It think this meeting, however, will have a beneficial effect.” ~ A. 8.
